I made a personal list of episodes I skip because I feel those episodes in particular add absolutely nothing to the show or story arc. Mainly with the later seasons though. Shall I list them if anyone is interested? its like the person above me said, Its a matter of personal opinion. So I'm not sure if my list would help but I'm willing to share my POV.

Ok. This is my personal list of episodes that I skip.
Season 1 Thank You For Not Morphing I really don't like this episode nor care for it. A lot of what happens with the sisters and their dad never gets addressed again anyway beyond this episode. Not to mention Victor Bennett was recasted later in the series. So this episode can be skipped and seemed as if it never happened.
Dream Sorcerer Bad episode. I don't like it from start to finish but I do watch it occasionally. I can't remember if anything important happens in this episode to where you have to watch it. Again, basic plot of the week with a bad storyline. Unless you like the sub plot with Piper and Phoebe's spell, which I do, and tidbits with Prue and Andy, then I see no other reason to watch it.
Wedding From Hell Another poor episode with absolutely wretched acting from the guest stars. Again, this episode adds nothing to the overall season or show. Its pure filler and can be skipped seeing as how anything that happens in this episode never gets brought up again just like the previous one I listed. Unless you like the moments with Prue and Andy and the finishing off of character that was never important anyway, Chef Moore. Chef Moore was never mentioned again after this episode I believe.
There are other episodes within season 1 that are very weak. But I didn't list them because they have plots which I think are important. I've Got You Under My Skin, not that great of an episode but its relevant because its the episode that has the sisters protecting their 1st innocent.
Season 2 The Painted World Not good and adds nothing to the show
The Devils Music I personally like this episode but I can see why others won't. If you want to skip this you can as its another basic filler. Only adds more friction in Leo/Pipers relationship. But we see this in other episodes anyway
She's A Man Baby A Man This episode is Embarrassing. Still don't understand why they didn't let a real man play Prue but whatever. The only thing this episode presents in terms of importance to the show and character development is Darryl's first encounter with a demon. That instance does get mentioned in a future episode where Darryl describes the succubus. But you can skip this episode and just pretend that scenario happened off screen.
Reckless Abandon I think this is the worst episode of season 2 and pretend it doesn't exist. Extremely cheesy with the lame music throughout the episode, to baby focused, and I just find the writing very weak. The only thing that gets referenced again from this episode is the spell used on the bones of a ghost which gets mentioned again in season 4. Don't know if that spell reference is important to watch this episode over and over. Another instance of me pretending the use of the spell happened off screen.
Animal Pragmatism useless episode
How To Make A Quilt Out of Americans I like this episode but in case others don't, you can skip this. Its interesting that Grams was involved in a coven. Unfortunately this topic was never brought up again in the future of the show and just seemingly forgotten. Just another filler episode that provides nothing solid.
Season 3 I like every episode this season. Not to say there weren't weak episodes throughout, but even the worst episodes had an important sub plot. Prime example
Wrestling with Demons Not crazy about this episode but its the episode where Phoebe confesses to her sisters that she never vanquished Cole and hes alive. Love the drama with this reveal.
Season 4 Another season where I like pretty much every episode. I would say Trail by Magic can be skipped. But I love the scenes with Paige/Glenn and him pissing Piper off.
The Three faces of Phoebe Another episode where if you would like to skip you can. This does nothing to the overall plot. And frankly old Phoebe was portrayed very inconsistent IMO. Sure Phoebe had issues with marriage but we see those instances prior aswell. Skipping this episode won't add any confusion or take anything away from the main storyline.
Season 5 Witches In Tights Bad Episode. On top of that the sub plot of the reporter threatening to expose Phoebe and Cole killing him never gets addressed again. What we get is more Phoebe blaming Cole for everything and poor characterizations for Elders. This episode is pretty much forgettable IMO. Adds nothing whatsoever to the season or show.
The Importance of being Phoebe The very opening segment of the fake Phoebe lap dance I knew this episode was going to suck, and it does. Another episode that you can skip and I advise you do, this episode is just writing at its worst. The only thing this episode adds is more Phoebe Cole drama, but we have so much it by now its very overkill.
Sand Fransisco Dreamin This episode only showcases the preparation of Piper's shower in terms of importance. The actual shower is about less than a minute at the end of the episode with the sisters sleeping. I don't know if that makes the episode relevant enough to watch. I find this episode pretty boring and silly. The shower never gets mentioned again either.

Season 6 Power of Three Blondes Another useless episode
Sword and The City Excalibur does get mentioned again in season 7, but not in the case of Wyatt being its wielder. Just a reference to its existence. So this episode can be skipped.
Little Monsters Another filler episode
Witchstock Horrible inconsistent episode thats downright shameful.
Prince Charmed Completely useless and a waste of an episode
The Legend of Sleepy Halliwell This episode is horrible, but the problem is that this is the episode that introduces magic school. If you decide to skip this episode, you'll have to piece together where the hell it came from. Watching this episode keeps the season consistent unfortunately.
Hyde School Reunion Adds nothing other than a tidbit of backstory that we already know about Phoebe. This episode does nothing but destroy the very foundation of what the sisters were about. A must skip. 1 important thing: this is the episode where Victor meets his grandson, adult Chris. But that meeting cannot salvage the mess of the episode.
Spin City
Wrong Days Journey Into Mr Right Bad episode with cheaply made costumes. I skip this episode all the time. Unfortunately, there is a tiny sub plot that will be a main factor into leading events. Chris stealing the car in the lot is what prompts inspector Sheridan to hound the sisters also making Chris wanted/Escaping jail. You will have to piece the story together if you decide to skip this.
Its A Bad Bad Bad Finale If I could recommend skipping this I would. But we can't for obvious reasons.
Season 7 This is another season where every episode is important for its sub plots. Yes the season has very bad episodes, but each contain something important to an existing story arc.
Bare Witch Project The important thing about this episode is paige's sub plot with trying to save magic school. Seeing as how she becomes head mistress later on. its an important factor in her development. The episode overall is lackluster and I can easily recommend skipping this. I don't as I enjoy it for what it is. But if you do, i don't think it would derail much.
Cheaper by the Coven I skip this episode all the time and I have no idea what the plot is aside from Gram's spell going bad and the sisters acting like babies. I don't notice anything missing from the overall plot when I skip this episode
Charrrrmed Another bad episode but with important sub plot. This is the episode where we see Inspector Sheridan once again hounding the sisters. We also witness Agent Brody hit her with a tranq gun which eventually leads Sheridan into a coma. This will play out later within the season. Whether you would like to skip this episode or not is up to the viewer.
Once in A Blue Moon Horrible concept. Horrible story. Horrible utilization for the Elders. Everything horrible. Skip
Charmed Noir I skip this episode mainly due to the bad acting by Rose McGowan. Its a nice throw back to Noir but I can't tolerate Paige this episode. Also, there isn't anything grand added by this episode to the overall arc.
Season 8 Malice in Wonderland Horrible beyond words. The only thing it does is introduce the character Billie to the sisters. If you want to keep the storyline consistent you have to watch this episode. It shows how they meet the person who'll eventually become a major part of the seasons story arc. But only if you can last without getting bored to death. I always skip this one.
Desperate Housewitches Boring. Boring. Boring. Wasted potential on the Source's return. Also this episode does nothing but continue to thrust Billie into the spotlight.
Battle of the Hexes Bad episode. Only relevancy it has is the introduction to Parole Officer Henry Mitchell. Again if you want to keep the storyline consistent you have to watch this, but its such a bad episode.
Hulkus Pocus Does nothing for the overall storyline of the season. Pure filler
Mr. and Mrs. Witch This episode introduces Billie's parents, but literally does nothing. We see her parents, well her mom again in another episode so you can skip this. I almost forgot, we also see Billie channel a new power, projection, which she will eventually use against the sisters. This episode is crap.
Forever Charmed The most inconsistent episode of the series.
I honestly can list a lot more of season 8 episodes, but each episode his something minor thats crucial to the overall arc. mainly with Billie and her sister as that arc pretty much dictates the season. Along with some introductions to certain characters and plots that need to be seen like Leo being takin away.

Sorry, ColetheSOURCE, I still don't think this is what the poster at the other site wanted - you're still saying which episodes you don't like, not which episodes are actually needed. I'll agree with the "pure fillers", but I think you're missing a lot of "pure fillers" that you like but didn't include. I still think my list works best: Easy. Watch "Something Wicca This Way Goes" to introduce the characters. Then just watch the very end of "Thank You for Not Morphing" which introduces Leo. Then scoot to "Secrets and Guys" which shows who Leo really is. Then scoot to "Deja vu All Over Again" which shows Andy's death. Then skip to Season Three and continue from there. The show is episodic from then on. Any character introduced before this moment is also gotten rid of during this period and not missed. This ignores a lot of my favorite episodes and keeps a lot that I can't stand, but I truly think you could do this and not miss a thing, while missing the best part of Charmed, but fits what the original poster is asking for. Of course the better way is to just watch the first three seasons and skip the last five. But that's personal preference and not what the original poster wants..

Just spot this at the original site. It probably comes closest to what the original poster wanted. episodes DON'T Matter: - If a viewer skipped the episode, they wouldn't even notice.
That will be hard to do and I wouldn't advise it for the first-time watcher. Every episode in some way refers back to a past event somehow (a vanquish, a relationship a spell gone bad, past demon encounter etc). there are very few that you won't really notice if skipped so it's best to watch all. The only way you can do this is if you do not care for their individual character development stories, relationship trials (between them as sisters and their boyfriends) and their power development and growth. For example:
Seasons 1 to 2 is all about them discovering and learning to use their powers as well as leaning to be witches. I wouldn't skip any.
Seasons 3 to 4 has a lot of stories that start and end in 2 or more episodes and are always referred back to throughout the series. I won't advise jumping any.
Season 5's first 12 episodes up to Centennial Charmed is all about Cole and his final vanquish . Ep13 to 21 is all about Wyatt's birth and the sisters now living with a new baby in the family as they fight demons. Ep 22 and 23 first appearance of Chris Don't skip any.
Season 6 is all about Chris and the birth of their second child as well as Paige's witch boyfriend. Some of the worst episodes of Charmed, but wouldn't suggest any first-timer skipping any.
Season 7 is all about dealing with Zankou, their worst enemy, and also the Avatars and Agent Brody. I don't advise skipping any.
Season 8's first half deals with their new identity and the second half leads up to them fighting the ultimate battle and the series ending. Although it is most fans' least-favorite season, picking and choosing for the first-timer is also very hard to do.
The second time through there are a lot that can be skipped, all depending upon personal preference, but not the first time.

Theres a lot that I listed that don't matter or add nothing to the show. Even thought I said "I don't like this episode" I listed a reason why that particular episode can be skipped. "Thank You For Not Morphing" everything that happens in this episode is as if it never happened because it never gets mentioned again. Also, you don't need to watch this episode to see the introduction of Leo. Leo is introduced again later in the season as the "Handyman" in a better episode. And there are other episodes that are filler, a lot of season 1 and 2 have them, but those episodes are pretty good. I understand what the OP was asking, but I found it difficult to scurry through entire 8 seasons and pick only those episodes that are "important" Especially since my POV is different and I like a majority of those episodes. Its also difficult to skip episodes in season 6 7 and 8 because like I said in my post each episode has a minor sub plot that is valuable to the season. Which is why I offered to list my personal list of episodes I skip to give a basic idea of how the episodes work. Look at the difference from earlier episodes to later. Each episode I skip from season 6-8 has some type of relevancy to the season, even the most horrid ones.

Some episodes I have listed are quite awful, but there’s something in them; a theme, a short scene; that I felt was significant enough to keep it in. If anyone is wondering why I kept certain episodes in/made certain choices, feel free to ask.
Season 1 and 2 are difficult as nearly ever episode could be deemed 'filler' as it's really just them discovering their powers and being introduced to the magical world.
Season 1
1.01 Something Wicca This Way Comes 1.02 I've Got You Under My Skin - Piper's fear of magic / yearning for an normal life / Rex and Hannah. 1.04 Dead Man Dating - Prue-Andy development / Prue and Phoebe's relationship improves. 1.06 The Wedding from Hell 1.07 The Fourth Sister 1.08 The Truth Is Out There 1.09 The Witch is Back 1.10 Wicca Envy 1.13 From Fear to Eternity 1.14 Secrets and Guys 1.15 Is There a Woogy in the House? 1.17 That 70s Episode 1.19 Out of Sight 1.20 The Power of Two 1.21 Love Hurts 1.22 Déjà vu All Over Again
I HATE ‘The Wedding from Hell’ in S1, but it is one of Rex and Hannah’s episodes (they’re only in 6) so I felt it was best to keep it in. They are in 'Dream Sorcerer' as well, but that is just too bad to keep in.
Season 2

I would've missed out 'Witch Trial' entirely had it not been Dan's introductory episode and Prue's grieving for Andy. The actual plot is pretty boring. Similarly, it was a toss-up between 'She's a Man, Baby, a Man' and 'That Old Black Magic'. Both are pretty weak episodes, but SAMBAM is better as it there's much more significant Piper and Dan development. If you skipped the episode, it wouldn't really make sense why they were suddenly going away together in 'They're Everywhere'. The only important part of 'That Old Black Magic' is that Prue meets Jack. However, in 'They're Everywhere' Prue mentions to Piper about meeting "Jack, that internet auction guy" so it seems like she just met him off-screen.
Season 3 & 4
I would watch all of Season 3, except ‘Bride and Gloom’ (boring filler) and ‘Sin Francisco’ (a good episode but filler as well). I would also consider missing out 'Magic Hour' and 'Once Upon a Time' - they are weak plotted episodes but Leo's being taken away is pretty significant. However, if you watch 'The Honeymoon's Over' and skip straight to 'All Halliwell's Eve' it looks as if the Elders have just put Piper and Leo on probation without taking him away, and that their engagement has bee postponed.
I also would watch all of Season 4, because even the episodes that don’t deal with Prue’s death or Phoebe/Cole are still Paige-centric and help introduce her as a new character, such as ‘Enter the Demon’, ‘A Knight to Remember’. ‘Size Matters’ and 'Trial by Magic'.
Season 5
5.01 A Witch’s Tail (Part 1) 5.02 A Witch’s Tail (Part 2) 5.04 Siren’s Song 5.06 The Eyes Have It 5.07 Sympathy for the Demon 5.08 A Witch in Time 5.09 Sam, I am 5.12 Centennial Charmed 5.15 The Day the Magic Died 5.16 Baby’s First Demon 5.18 Cat House 5.20 Sense and Sense Ability 5.21 Necromancing the Stone 5.22 Oh My Goddess (Part 1) 5.23 Oh My Goddess (Part 2)
If you miss out 'Y Tu Mummy Tambien' and 'The Importance of Being Phoebe' it looks as if Paige is leading the charge against Cole because of his trying to kill her and Sam in 'Sam, I Am'. I think it works pretty well and it allows you to miss out two unnecessary "let's get Alyssa's cleavage out" episodes.
Season 6
6.01 Valhalley of the Dolls (Part 1) 6.02 Valhalley of the Dolls (Part 2) 6.03 Forget Me… Not 6.05 Love’s a Witch 6.06 Soul Survivor 6.10 Chris-Crossed 6.13 Used Karma 6.14 The Legend of Sleepy Halliwell 6.15 I Dream of Phoebe 6.16 The Courtship of Wyatt’s Father 6.18 Spin City 6.19 Crimes and Witch Demeanours 6.21 Witch Wars 6.22 It’s a Bad, Bad World (Part 1) 6.23 It’s a Bad, Bad World (Part 2)
Seasons 5 and 6 are actually semi-watchable this way, even with the focus being totally shifted to Cole, Super Womb and Chris. The show is supposed to be about powerful women, not the deranged men around them.
Season 7

'Carpe Demon' is horrendous, but it introduces Drake and is the beginning of Sheridan becoming suspicious of the Halliwells again. It can't really be avoided unfortunately.
Season 8

s2: Witch Trial Morality Bites P3 H2O Apocalypse Not
s3: Honeymoon's Over Sleuthing With the Enemy Just Harried Death Meets a Halliwell All Hell Breaks Loose
s4: Charmed Again Hell Hath No Fury Black as Cole Charmed and Dangerous We're Off to See the Wizard Long Live the Queen Womb Raider Witch Way Now
s5: A Witch's Tail The Importance of Being Phoebe Centennial Charmed The Day the Magic Died Oh My Goddess
s6: Chris-Crossed Sleepy Halliwell The Courtship of Wyatt's Father It's a Bad, Bad World
s7: Someone to Witch Over Me Witchness Protection Extreme Makeover Charmageddon Death Becomes Them Something Wicca This Way Goes.
I found season 4 the toughest to cut down on.

As I'm going to do another Charmed-athon soon, I've decided to watch most of Seasons 1-3, with the following exceptions:
1.03 Thank You for Not Morphing 1.05 Dream Sorcerer 1.06 The Wedding from Hell
2.03 The Painted World 2.06 That Old Black Magic 2.12 Animal Pragmatism
3.02 Magic Hour 3.03 Once Upon a Time As for Seasons 5-8, I'm really not that invested in them to watch over 16 episodes, so I thought about stripping them down to their bare essentials, and grouping them into 2 seasons, as follows:
Season 5/6
5.01 A Witch’s Tail (Part 1) 5.02 A Witch’s Tail (Part 2) 5.06 The Eyes Have It 5.07 Sympathy for the Demon 5.08 A Witch in Time 5.09 Sam, I am 5.12 Centennial Charmed 5.15 The Day the Magic Died 5.16 Baby’s First Demon 5.20 Sense and Sense Ability 5.22 Oh My Goddess (Part 1) 5.23 Oh My Goddess (Part 2)

This way, 25 episodes over the 2 seasons, focuses on the Wyatt and Chris plots and cuts out all the horrible dress-up episodes. Also, you are able to completely remove Jason Dean - provided you cut his parts from Valhalley of the Dolls out - from the series which is a bonus. Also, with a truncated Season 5 and 6, the worst of those seasons is halved, especially the complete destruction of Cole's character.

The selfish season! After the mess the sisters caused in S5/6, this would be the last season were they meet their ultimate foes; the Avatars and the Ultimate Power. I liked aspects of both those storylines and would rather just watch the main parts of them. I know it looks like I've been brutal with my omissions and inevitably there will be the odd head-scratching moment. For example, without 'Mr & Mrs Witch' from S8, viewers will be a bit confused as to how Billie suddenly has her projection power - however, you could simply surmise that it is part of her 'Ultimate Power-ness' once she finds Christy. Hell, if Wyatt can get away with it....

Well I'd tell them to watch the first four seasons and call it a day lol
But really I know as a viewer, there are episodes that can be skipped. But normally I'd just tell someone to watch the whole series through even the bad ones and let them make a judgement.
Deano your list is good, and I'd like that you merged two seasons together, I feel like season 5 and 6 can be done that way. Same with season 7 and 8. That would remove so much terrible from those seasons, so you can neatly have 6 seasons. But I'd completely remove season 8 and call it a day after season 7.

Thanks West The problem for me with Early Charmed, Seasons 1 & 2 in particular, is that the majority of the episodes could probably be skipped as most of them have a 'demon of the week' structure. However, purely to get the enjoyment and flavour out of the show, I would tell a new viewer to watch all, or most, of S1-4. I'm glad you liked my 'merging' idea. By doing this I realised there are indeed a lot of aspects of Season 5-8 that I did enjoy - I just hated all the mess in between them! Yes, nothing will beat Early Charmed, but at least this way I think it would make Late Charmed (aka 'Twice-Blessed') more enjoyable. Although I am no S8 advocate, something about the S7 finale just bugs me. I always hated the 'secret identities' plot, so maybe I'd just end it after Season 6 haha! Although I loathe, and I mean LOATHE 'It's a Bad, Bad, Bad World'.
