So forgive me if this has ever been discussed before. I'm "Lizzie come lately" with this show. I watched the first 3 seasons years ago, and am now catching up with the rest. I just watched the episode with the Cleaners trying to take Wyatt. I find it annoyingly amusing. Where were these cleaners when they got exposed in All Hell Breaks Loose? lol

Oh, yes, that's been discussed a lot.
There are a couple of theories.
The first is that it was Prue's time to die in order for the Charmed Ones to be able to find the true third member of the set - Paige.
The other is that it was this incident that caused the introduction of the Cleaners, although since you just watched that show, I believe it proves that that's not true.

Hello 'dearprudence' it's nice to meet you. Yes Esmerelda's right about her couple of theories on why the Cleaners weren't used in All Hell Breaks Loose. Other reasons why they weren't in there to I think are.
A. They could've been introduced after time was reset to clean up any future magic exposed as that was the first time that sorter thing had ever happened on a huge scale then as nothing beforehand had been mentioned about previous times.
And.
B. Simply the writers didn't think about them at the time as they were only thinking about what would happen season 4 wise not a couple of years ahead otherwise they probably would've used them then in the first place.

What gets me is that in the episode Phoebe was on trial for in season 6 the Cleaners knew about Inspector Davidson's knowledge about Cole and Phoebe not saying anything on him season 3 because they had to keep a close eye on Davidson plus they knew Andy died season 1 meaning the Cleaners could've been around before All Hell Breaks Loose happened which would in fact contradict them being introduced after that if they were there before then unless the writers just forget they weren't around when the Halliwell's were exposed or when they were assigned to the sisters they had all the witches memories of past events which happened in their life's being why they accounted for them then.
I wandered why Piper and Phoebe didn't question them after Wyatt conjured the dragon querying why they weren't there when the original P03 was exposed or how they knew about Andy and Davidson at the trial so we could've got an appropriate answer and gone oh ok that makes sense then.

I think they said that they had been watching them since they became witches again. So that's why I think that the explanation that Prue was supposed to die so they could find Paige the most logical one. And remember that they were introduced later in the series, when almost nothing was consistent with what was said in previous seasons.
