In the actual show, we never see the scene where Victor is first introduced to Paige in season four - although they are both in Charmed Again Part 1, they don't actually meet and at the points at which Victor is in that episode, Paige is still only known to the sisters as their innocent. Victor's next appearance after this episode (correct me if I'm wrong) is Marry Go Round at Phoebe and Cole's rehearsal dinner. By this point, he seems to have already been introduced to Paige off-screen.
My question is this: Do you think that season four was the first time that Victor found out about Paige? Or despite Penny's claims that only she, Patty and Sam were the only ones that knew, do you think there is a possibility that Victor may have at least known about Patty's pregnancy? Especially considering that by this point he was in and out of his three children's lives a lot (i.e. in the timing of that Christmas video from the first season, Patty should have been pregnant with Paige despite she being a non-existant plot-point back then).
Obviously there's no actual plot suggestion of either/or, but it's fun to look at this from what we do know about the Victor, Patty and Sam's pasts.

Having had the point raised. It would've been nice to have seen Victor find out about Paige or an episode later on in the series that focused on Paige and Victor.

It's amazing that they never addressed this at all. I'm sure that had to do with how much time they were using for Phoebe & Cole's storyline and the fact that they truly didn't know if Season Four would be Charmed's last season - if the fans would keep watching when it included Paige and not Prue.
Of course, I wish it had been their last season, but that has very little to do with Prue vs. Paige and a lot more with the changes in Piper, Phoebe, Leo and Cole.
IF we can accept the fact that the Elders knew nothing about Patty's pregnancy, it's not hard to accept the fact that Victor didn't. I've just never accepted that particular fact.

Yes it would've been nice if they had addressed this situation sometime in season 4.
A comment from Victor in 'Merry Go Round' or a scene with him & Paige if they got to know one another if she'd asked that question would've been nice also had the writers knew that wasn't going to be the last season obviously.

I always found it odd that their contact was minimal at best. I think a scene during Season Four would have been all that was needed to set the record straight with these two. Scenes such as Wyatt's birth, the Season 7 finale... the interaction was pleasant, but minimal - there could have been some really interesting episodes revolving around these two.

Shame we never got anything Victor and Paige related considering Victor believed Sam had been putting the moves on his wife way before they were divorced. The only thing we got was this in Forever Charmed:
A dinner scene where Piper and Phoebe invite Victor to tell him about Paige would've been really interesting. Or one where they get interrupted constantly by demon attacks. Seriously we get a Future Chris and Victor scene together, but never Paige. It's just insane.

Thinking about it, I wonder how much that had to do with Kern wanting Paige to be part of the family right away while also trying to show that Chris had a close relationship with at least one of the members of his family - this is also the episode where he talks about Paige giving him money after saying that she was killed by the Titans during "Oh, My Goddess" - with that episode being the one where he told Piper that there was no such thing as family. Little liar!

You mean that "families hardly exist in the future that I come from" line, right? Yeah, the contrast between the concept of Chris's character and storyline in the beginning and what it became in the end is so incredible in the way that it actually reflects badly on his character and the influence that he left the girls with. I can't help but wonder if it would've been better to scrap it and kill him or turn him heel midway through than to do what they did with him.
As for Victor and Paige, I just chalk that down to being one of the stories which possibly would've been covered if the entirety of season 4 had been devoted to getting from "Charmed Again" to "Charmed and Dangerous" instead of just half of it.

Ugh. I HATED that we never got to see Victor learn about Paige's existence. We did a great story arc about that for CRR. I imagine Victor to be livid and probably take some of it out on Paige until Piper and Phoebe are like..DUDE. NOT HER FAULT. And snapping him back to reality.
It's such a waste for a PERFECTLY GREAT STORYLINE. But why should anything make sense on Charmed?

You're not the only one, Jackie. This was another missed opportunity. Victor SHOULD have been angry at first meeting Paige for the following reasons. 1. She's the product of a union that, in Victor's eyes, broke up his marriage to Patty. 2. She's, in his eyes, replacing Prue, who IS his daughter. We should have gotten something like "She's not my daughter, she never will be my daughter!" Yet, the first episode we see Victor and Paige together, everything is just hunky dory What kind of idiots did Kern hire as writers!?

Exactly season 4 should've had Victor hating Paige then season 5 him opening slightly to her at Wyatt's wiccanning say if he was ever there then season 6 or 7 accepting her finally when he visited Piper or was at Chris's wiccaning realising it wasn't Paige's fault how she came to be despite what happened and that she's just as good of a sister as Prue was not in the sense of replacing mind but been her own person although he'd never love her like he did Piper and Phoebe as she wasn't his daughter obviously.

Now that would have been a good story line for S5, instead of all those rubbish fairy tale creatures.
