I think we should stay away from this idea of just because a man seems feminine that means he is gay or bi. There are plenty of men who aren't your typical "macho men" who are straight. This is true of women as well - there are lots of butch women or "tom boys" who are straight. Peoples gender expression which includes mannerisms has no connection to their sexual orientation, they are separate.
That being said I agree with Es and others on here that I do think Phoebe was/should have been interested in women (whether or not she was also interested in men). I mostly think this because out of the many guys Phoebe dated she did not have half as much chemistry with any of them than she did with Charisma Carpenter, Kyra the Seer. I do think the relationship between the two of them was meant to be queer-coded.
I am a queer person/member of the queer community and one thing I dislike is when shows/movies really tokenize minority groups and use it as a way to check off a box. Like oh, we HAVE to have a _______ character. My fear is that Charmed could have been one of those shows.
However I want to shout out Brenda Castillo and her girlfriend Carly from the season 7 episode "Charrrrmed!" - It was good to see even small representation and I liked how the show didn't make a big issue out of it - Brenda & Carly were regular innocents that just happened to be in a relationship. Also the actress who played Brenda was in the babysitters club movie in the 90's!

For me, it's human nature to make these comparisons, whether they're right or wrong. Especially being bisexual myself, I happen to fall into the stereotype of being a feminine man. So because of that, and other attributes, I did assume that Chris's character and Drew the actor were gay. But like you said, he could be completely straight and just not macho-- which is 100% acceptable. That being said I agree with Es and others on here that I do think Phoebe was/should have been interested in women (whether or not she was also interested in men). I didn't see any chemistry that matched that of Phoebe and Kyra, aside from Phoebe and Cole. I can see your fear, as I have that concern with a ton of shows in today's world where there's that token gay character, or that token black character, or even the token black gay character It sucks, because as much as I wanted that representation, a lot of shows today are just trying to mark a box. One of the reasons I strayed from Riverdale, because there was a gay male character who, every single scene he was in, said "I'll attend the party if I can't find anyone on tinder" & "I stayed up all night scrolling through tinder" I kid you not... I will say, however, that I don't think Charmed would've done that, not to mention the fact that the reboot did do it.. I think Charmed would've implemented it very discreetly, especially since Aaron Spelling wasn't a fan of LGBT+ & PoC (People of Color) in his shows. So I think it would've been something that would be apart of the character, but not necessarily been their entire personality--which I think I would've liked. I also wanna say that out of all the sisters, I actually would've preferred Paige to be LGBT+. Not just because Rose is, but because Paige would've been the perfect character to remain independent after Shane, until she met the right woman. Maybe that would've explained her meaningless relationships and hook-ups throughout season 5.
