When I initially read the title I thought of what I consider this moment, but after reading I think some will disagree...
If I had to pick one episode, I think it would be "The Demon Who Came in From the Cold". This is because it set into motion the events of the episodes 3x19 - 4x03. I think this is when it went super next level for me.
That being said, the thing about Charmed is that it's hard to name a moment the show permanently improved it's quality, because Charmed was sort of one of those shows that went back and forth between the quality of its episodes, seasons, etc. Basically any episode you pick you can name an episode after it that is terrible... I guess unless you pick Forever Charmed.

This is tough, I didn't like the first half of season 1, unlike most fans, I didn't warm up to Prue in it, she was just so bossy, although she had good moments with her sisters.
I think I'm going to pick when Prue confessed to Phoebe the reason she couldn't say I love you in the attic, it was the first time we saw a vulnerable side of Prue, and when I started to warm up to her.

I do not believe at all that Charmed was a show that improved along the way. The first episode was one of the best of the show and most of season 1 was able to live up to it. But from season 2 onwards the show actually started to go downhill, with only a few episodes being on the same level as the first season.
I don't think Prue saying "I love you" changed anything significantly, it seemed like a logical development in the whole story arc of the sisters growing closer.

I definitely think S1 is their best season, and I think by S3 they were AWESOME! S4 and S5 was "meh". But, I think the "fluff" that began in S5 is what captured a general audience because it carried over in S6 which still remains quite popular (at least with the Chris fans ;P). I think it completely derailed in S7 (despite me liking it). And, S8 (despite me liking it) was just sad, for the Charmed community, IMO.

I think the beard is grown by The Witch is Back and Wicca Envy
But I also believe that the show jumps the shark 4 episodes later in Secrets and Guys with the introduction of whitelighters.

It started with Prue and Phoebe coming from shopping and laughing, and then later in the episode, Prue and Piper are talking at Quake, and Piper is all happy because she and Leo just started dating and are still in the honeymoon phase, and Prue says she glowing and is clearly happy for her.

Having been part of the S1 re-watch. I really feel more strongly that it begins with 'From Fear to Eternity' with the moment Prue said I love you to Phoebe.

I would actually say that the "Growing the Beard" moment would be 2x02 "Morality Bites" - I think this is the greatest lesson the sisters ever learned: The wrong thing done for the right reason is still the wrong thing. I think this was a super definitive moment in the show.

Then Ideally I'd have to figure out what IS CHARMED for me when the show is at its best with whatever's in between the two. I've always stood firm that S1 is the BEST Charmed season. I've NEVER swayed away from S1 being the best. I fell in love with the show in this season, but IDK exactly which episode captured me. After posting my Favorite S1 Section(s), it's pretty clear the Mid and End section(s) of S1 really captures the community, and I have to agree with S1E13 "From Fear to Eternity" really enforcing that. Pretty much most of the episodes afterwards (within S1) is golden!
