Well, it does but it doesn't, because the same people tend to get nominated and tend to win...even the same fanfic does. Also, a lot of times the one that wins is never completed. That makes it very frustrated for new members who read about them, see the link, try the fic and don't get to read a completed fic and find out that the author never means to finish it.
Here's a couple suggestions:
1) The same author can't win in a 6-month period (if you do every other month, that's three contests)
2) A fanfic can only be nominated during the time period that it's completed. That way fics that are started but never finished (frustrating for members who join later on and try to read them) and it can't be nominated during the same time period.
If you follow these suggestions, I'd suggest the first contest have the rules changed slightly to only be one month and be all the fanfics that have been completed since the last contest can be nominated.
Another possibility is to have TWO contests, one for completed ones and one for Works in Progress. That way the member will be aware that the winning entry may not (and may never) be completed.
All just suggestions. Whatcha think?

This reminds me that I need to rewrite all them "Fallen Angel/Power of Two" chapters that I lost when my PC got infested. It's one I really want to finish.
Though I agree with Es, I feel that it might only increase the problem we have now, is that we do a few then people lose interest. And if people can't nominate the ones they want, they're unlikely to vote at all.
