Prue/Cole and Phoebe/Leo. Now that could be interesting.  Piper/Cole is an idea I never considered looking at the list. But maybe shift Jeremy with Phoebe at the start, so Jeremy is the one who makes her return. Otherwise, Piper would have been involved with two bad guys. |

Actually, you could get away, and just attempt that with Jeremy in S1, without him being known to be a warlock, or make him a demon and you basically have the Phoebe/Cole plot attempted as early as S1. Of course you could just have Jeremy be the big bad for all of S1. |

They certainly could have done that, especially if Jeremy isn't known to be a warlock or demon until when the sisters find out. I wonder how Piper being in Phoebe's position learning Cole is a demon would play out in Sleuthing. Most likely the same, since this is Kern where talking about. But in a story, it's interesting to wonder if she didn't pair with Leo how she'd react.

Prue and Cole for sure. Shannen and Julian had amazing chemistry. I'd much prefer her matched with him, especially if Cole was in just one season, as I really think the show missed so much with Drake, being in just three episodes.
I think Leo had more chemistry with Phoebe than Piper, and I'd think Phoebe would not treat Leo the way Piper did. Especially if, unlike Piper, Phoebe is willing to let Leo go, because his job as a whitelighter is far too important as her job is as a witch. So Leo doesn't return after Murphy's Luck (where I only like Leo up too). I was so proud of Leo for willing to put his love and true calling as a whitelighter over Piper, and I wished that Leo and Piper broke up after this. I start to dislike Leo after this episode (and that happened in my re-watch, after 15 years without watching the show my views on Leo and Piper/Leo have changed massively, I hate them now as a oouple), when he acts less whitelighter, more a doormat, lets Piper treat him like crap, and Natalie and the demon bounty hunter in S3 are right, Leo is sleeping on the job and putting his love for Piper above his calling.
As for Piper, since she craves a normal life free of magic, her paired with Henry or Andy would just be perfect for her.

The 3 I chose (in no particular order):
Prue & Cole
Phoebe & Leo
Phoebe & Dan.
I will say that Phoebe & Dan is my top choice, though. I only picked the other two based off of what happened, IRL. Shannen Doherty and Julian McMahon DID date IRL. I'm pretty sure Alyssa Milano & Brian Krause dated, as well. I don't have the receipts to prove the rumor mill of Greg Vaughan and Alyssa Milano dating, at all, but I (personally) wouldn't be surprised.
I think Dan was a horrible romantic partner, for Piper. I would've invested more, if he found an interest for Phoebe, instead. I think they had way more chemistry.
