My pick would be Piper.
Eventually, all the complaining about wanting a normal life got too annoying and repetitive for me to deal with. Phoebe in my opinion needed to grow up a bit more, having removed Piper could have given her that growth we all needed to see.
In my perfect Charmed universe, I would have had Phoebe bartending at P3 in which she become an manager after Piper and Leo go missing, then when Piper dies she gets full control of the business, having to then cope with the responsibility given to her by her sister who had always believed in her, having to live up to Piper's role in the family as not only a businesswoman but as a peacemaker for Prue and Paige.
I also wouldn't have had Prue leave Bucklands to be a freelance photographer since it is out of character but I would have had it as her hobby, I also would have had Paige still be a Social Worker because in my belief Prue wouldn't have wanted her to give up her job not only because she worked so hard to get to the position she is but also adding a third income into the household.

Phoebe working at P3 would be perfect. She was there all the time anyway, and being in a nightclub atmosphere better suited her personality. It would be a good compromise between working, making money, and getting experience, as well as still holding on to her more fun side and the side that didn't want to grow up and didn't seem suited for a more "normal" job.

I would even think that Prue would have pushed Phoebe to run P3.  I sure did. Me either, I really don't see Prue wanting to do that all with anything of Piper's, unlike Phoebe who I think in Charmed Again was quick to want to sell Prue's car, the night after just burring Prue, when Piper suggested she could have it. But anything is better than working for the paper, never liked the Bay Mirror, my least favorite job any of the sisters had by far. |

I think I'm going to go with Piper, for I would not have to put up with the Piper/Leo arc that took over the story in S5-S8. And, I feel like, with Prue around, she'd keep Phoebe in check, and Cole would have been discovered to be the Source much sooner, and Phoebe would believe Prue rather than Paige did in canon.
We'd also not have the twice blessed child, the Elders and Whitelighters would be cut right back. I still could see Leo being their whitelighter, but he'd probably become an Elder and that would be it for him on the show maybe. after season 5.
But, maybe Phoebe does have a child from Cole, and Prue and Paige would help raise it with Phoebe after Cole dies after S4, I'd hope he'd not come back in S5, as no way I'd keep him around any longer in this Piper dies set-up. But, I'd want her with Drake too, at some point but not right after S4, I don't want Phoebe in a relationship so soon after Cole, so give her some space, and bring him in late S6 or S7.
Also, I like the suggestions here, I can see Phoebe managing P3 and not selling it, so she and Prue can keep a part of Piper with them through P3.
I feel like if Piper died at the end of S3, I'd love her so much mor, if she wasn't in S4-S8, and I didn't have to remember her for those seasons.

But inheriting Piper's business after her death sounds more natural. Even if running a business is intimidating with 80 percent failure rate. And we've seen how Phoebe dealt with feeling intimidated by people who attended college or people being smarter than her that she went and did a smart spell for a job interview. Becoming owner of the business and running it successfully would finally make her move on from all these insecurities about herself when it comes to money or job and grow. |

But anything is better than working for the paper, never liked the Bay Mirror, my least favorite job any of the sisters had by far. Same. Looking back, the whole Bay Mirror seemed very shady. Wouldn't it be better to invest in a larger office and hire more people rather than invest every money the paper earned on Phoebe? And why is it after all the money poured into Phoebe, the Bay Mirror easily replaced Phoebe their star, their celebrity, their cashcow and Elise's darling 'daughter' with Phoebe's no experience, unknown 'cousin' in season 8? Elise running some kind of drug operation with Bay Mirror as the front and Phoebe's column and billboards being used to communicate information about meetings and location for selling illegal stuff seemed more believable than Phoebe magically snatching so many local and even international readers within months that she achieved celebrity status. |

I like the atmosphere of Quake, and was sad when they got rid of it after S1. Phoebe could bartender at P3 (or one called something else, obviously since P3 could be the name of Piper's restaurant she has later, she'd just be working at a popular nightclub in area) Maybe Quake and this club are in the same area, so they can go to this club some nights after Quake closes. I really think you can have both Quake and a nightclub on the series at the same time, while still letting Piper work at Quake and work her way up to eventually having her own restaurant and owning it, or buying Quake out and running that. |

I've been vocal in wanting Phoebe to die instead of Prue. I do believe Paige's powers can still work with Phoebe's powers. I've explained it, endlessly around here LOL

My pick would be Phoebe to die just because of the tension between Shannen and Alyssa.
Phoebe would be dead and maybe the chemistry with Prue and Cole would have played out or he would have become the Source much faster.
Prue would be really bossey over Paige and then Piper would have taken Phoebes places trying be the mediator rather than the lead sister.

The set-up with Prue, Piper, and Paige will be different still even if Paige replaces Phoebe as the youngest, she isn't the baby in Prue and Piper's eyes, that will forever be Phoebe.
Paige grew up as the only child, so I see her and Prue clashing heaps, as Phoebe will forever be the baby sister in Prue and Piper's eyes. I do see, Piper struggling to be mediator for Prue and Paige, even more than she did with Prue and Phoebe, due to the differences.
I do see this as some character development for Prue, mourning Phoebe, but knowing she can't boss Paige around like she could Phoebe because Paige is more independent and grew up as an only child, and is used to doing things on her own and her way. So this would be an adjustment for Prue.
