No, just because the triangle between Leo-Piper-Dan brought it down.
Like I say in my signature, for me, the best "season" will always be the last half of Season One through the first half of Season Two - "The Truth Is Out There (And It Hurts)" through "Murphy's Luck". I don't like Prue before it; I don't like Piper after it. It's just during this time that I love all three, both actors and characters.

I think this is my favorite season of all. I liked how it was before Cole, and they were coming more and more into their powers.

I wouldn't say its the best objectively for the general consenus. However I think it is the best Season for two reasons
1. The Chemistry- The sisterly bond is at its strongest in this season and I love all the sisters in this season. Each one gets their best episode and the bond was never as complete as it felt here, it truly did feel like watching a show about three sisters. Free Spirited Phoebe, Piper and Prue is how the show should've stayed. I also feel the actresses themselves got more comfortable in their own skin this season and the acting feels at its most positive. It also feels the most fun to watch, just watching their normal lives clash with magical mishaps without the girls treating the latter like a detriment constantly.
2. Strongest Standalones- Sure each season has standalone episodes, but none of them come close to how good the ones in this season have. Morality Bites, Chick Flick, Pardon My Past, Astral Monkey, Awakened, Murphy's Luck, The Painted World, P3 H20 in quality each of these have the sisters at their best or dealing with strong conflicts. With episodes like this how could this not being highly rated?
3. The tone- This season feels the most honest, by this I mean it feels the most of the show's vision, or what the show should've been. Everything is so well done this season, a few stinker episodes for sure (Animal Pragmatism and How to make a quilt out of an American being good examples) but the sisters and magic all felt the most honest this season.

I also like the tone of season 2. Both this season and season 1 have a good balance of all the elements of the show that are important: magic, family, etc.
Season 2 also still feels like the rest of their lives could go in any direction. Seasons 3 and 4 are so pivotal to their future that they set the tone beyond their actual years. Cole becoming a part of Phoebe's life in season 3, for example, shaped her life forever.
Part of the reason why I love the first two seasons so much is because it feels like nothing is yet set in stone. Piper and Leo do end up together, of course, but they're not married or even engaged yet. Prue has a major career change and still had a lot of evolving to do. Phoebe is still figuring out who she is, and isn't tied to a man or a job yet.
I don't know if this season is necessarily the best, but it has an atmosphere that feels a lot more open with possibilities than all the other seasons except maybe season 1.

Season 2 is definitely the season I rewatch episodes from the most. Especially “Awakened”, “Astral Monkey”, “Chick Flick” Ex Libris” “Murphy’s Luck” etc. the only episodes I never rewatch are “Animal Pragmatism”, “That Old Black Magic” and “How to Make an American Quit” which I really dislike. The way their aunts behaved and the way piper was willing to just give up and walk away from everything right at the moment she was needed most.

Personally I really liked That Old Black Magic. Tuatha was an interesting antagonist because she wasn't some warlock or demon, I liked the idea they had to face and evil witch. I think the show could've used more episodes like her. I also like how someone other than the sisters had to be the one to save the day.
How to Make a Quilt Out of an American is really messy. On top of the title making no sense. (Seriously what kind of title is that?) Aunt Gale is so inconsistently written and is a prop of ludo narrative dissonance. She's presented as a close friend of Grams and the sister's favorite Aunt, yet she's wanting to strip their powers to retain her own youth?
Yes she is cautious about it and does worry about the girls, but she never takes into consideration the girl's own vulnerability or consent, which makes it worse when you're suppose to feel sympathy for her dying or that the sisters feel bad.. I do think its bad Aunt Gale's situation is never addressed, but at the same time I can't feel bad for her even if she didn't have very long to live. Piper's walking out was the beginning of her "I wanna normal life" brigade.
However she did make it clear that it was because she was tired of seeing other's die and did promise that she would never do so without Phoebe and Prue's consent. Which is more than what I can say for Piper in Witch Way Now-Season 8
Yes all of those are my most watched Charmed episodes, seriously they are the peak of the show's writing along with Morality Bites I can never get enough of them.

The only fault of season two is not having a story arc that spins the season and the loss of the dark atmosphere that I love so much from season one. But there are many great stories here and in general it is one of the best seasons without a doubt.

Yeah, this season was all balanced out in terms of good stand-alone storylines, Darryl finally knowing the girls secret, men not been the focus of attention away from innocents and great sisterly moments which were abundant throughout.
The only things that ruined it were Jenny and the love triangle between Leo, Piper, and Dan.

It is not. The first season is the best. My biggest problem with this season is that it's all over the place, in many different ways.
There are too many changes, not just at the start, but throughout the season. First we've got Piper starting a club, which makes no sense whatsoever since her dream is to open a restaurant. It would've made more sense for her to become a caterer and maybe become a manager at a club for the money. Or just make the club only a hangout for the girls, where they can have fun and meet guys.
Then we have Jennie who is entirely useless the few episodes she's in and then just suddenly disappears. Her uncle Dan seems to serve a purpose in the first half, but becomes useless as well after that. He only seems to be there to make himself, Piper and Leo look like complete jerks.
Too many changes involving Prue as well. She just becomes too goofy instead of simply more laid back. I liked her being the serious one. I loved her job at Bucklands, but for some reason they had to give her a lame photography career. They could've tried to properly introduce this sudden interest and come up with a more realistic career switch. She didn't even need to quit her job for the show to focus more on her photography hobby.
Then there was her love life. There's this whole build up regarding her relationship with Jack only for it to end in the dumbest way possible. No, I don't think it would've lasted, but the reasons behind the break-up were just stupid. Personally, I think Jack should've been targeted by a demon, with Prue ending their relationship because she realizes he could never handle the life she leads. It was also weird how he was presented as some kind of rebound guy who made her feel wanted and have fun again after Andy's death, but in the fifth episode she already went ga-ga over a guy who also worked at Bucklands and had already been on several dates with him. I actually think Prue shouldn't have dated anyone until much later.
Phoebe was the only sister who was still the same. I liked her the best, except for her hideous tan.
Overall, I think season 2 is also way too silly for my taste. Season 1 had the perfect balance between darknesss and lightheartedness. This season was hit-or-miss. Another thing was the girls' wardrobe. I loved the clothes in the first season. This season only had a couple of nice outfits. The rest was either trashy or just hideous.
Another gripe of mine was Leo. Not only was he a jerk when it came to Dan, it was also the beginning of him getting a too prominent role. I wanted him and Piper to get together, but his influence as a whitelighter should've been limited. I would've preferred that whole mythology to have been more mysterious.

Season 2 was so, so much lighter than season 1 in so many ways. The overall way everything looked seemed lighter as well, like there were more shots in the daytime.
It does seem like they get a bit off track with things, like with Prue's sudden career and personality change, Piper randomly deciding to open a nightclub, and Leo becoming more of a main character combined with the increased whitelighter plots. The clothes were definitely more on the trashy side as well.
But even with the storylines I didn't like as much, I still enjoyed the overall tone. I'd prefer it a bit darker, but it's still a comforting season for me to rewatch.

After starting my Season 2 rewatch I feel the same as you here. I think Season 2 is too all over the place and the character development is all over the place. I think the 2nd half has a string of exceptionally good stand alone episodes. Prue isn't as high strung which is ok for me, and I like Jack Sheridan as the rebound. But the transition from Bucklands to Photographer is too rapid. Piper - I just can't stand in this Season. The complaining and the treatment of Dan and Leo. The stupid idea of having a nightclub vs. a restaurant. Why ad more drama to your life? Piper is classic victim mentality. Phoebe - How much sex is she having off screen that we dont know about? The focus on Piper took away from Phoebes development. She should have had a short term relationship with Dan and her character should have developed by guiding Jenny as a big sister. Phoebe going to college was great though as well as the interaction she had with Cupid and Black and White Cupid. Phoebe was at her best with innocence like in Ex Libris. Leo - should have stayed gone or come back fully as Pipers lover.

I like Season 2 a lot. Its def in my top 3 seasons that change order with Season 1, 2, 3 and 4.
The stories are really nicely written with both the development of the characters and the demon of the week- lesson of the week style.
There is a love triangle thing and a bad episode here or there but the performances really do make up for some stranger stories.
I think Season 2 is the best for stories and the sisterly bond.
Morality Bites, the Painted World, Witch Trial, They're Everywhere, Witch Trial, Awakened, P3H20, Chick Flick, Astral Monkey, Ms Hellfire, Apocolypse Not, Ex Libris, Pardon My Past, Give Me A Sign, Chick Flick, Murphys Luck are some of the best episodes of the series.

I have changed my mind about S2. It's in my "Top 3", ATM. The love triangle definitely drags the season down.

One thing I like about S2 is it's a simple season. Without too much outrageous and dramatic plotlines. I know some hate that it had no real arc apart from the Love triangle. But it makes it easier to jump into.
