Even back when I hated Phoebe (I don't anymore, but I'll circle back to this, in a moment), I never considered S3 as the "turning point". I always felt S3 was still the same S1-S2 Phoebe. It wasn't until like S4E14 "The Three Faces of Phoebe" is when I felt like something began to be "off" about her, but I digress.
There's a lot of emphasis on Phoebe's premonitions being a "hindsight" for protecting people. Well, her very first premonition in S3 (via S3E1 "The Honeymoon's Over") is about saving and protecting Cole. OFC, she's going to think Prue is being ridiculous about how Cole is not innocent in S3E5 "Sight Unseen". Phoebe always trusted her power of premonition and even expressed to Prue back in S1E6 "The Wedding from Hell" is to believe Phoebe's power of premonition (when, she falsely assumed Piper being pregnant with a demonic baby). With that in mind, no, I don't think Phoebe changed just because of Cole. If anything, I think Phoebe can be blinded by her premonitions, at times, but I digress.
So, until the truth is revealed in S3E8 "Sleuthing with the Enemy", Phoebe has no reason to think nor believe Cole is a threat, since her premonition back in S3E1 "The Honeymoon's Over" told her this guy is innocent. When, it comes to letting him go, let me remind you of some past events that occurred that Prue has done, and that maybe Phoebe mimicked those same behaviors.
In S1E18 "When Bad Warlocks Go Good", Brendan is half-human and half-warlock (sounds like Cole but instead of being half-warlock, he's half-demon). Prue even explains that Brendan is "not just a warlock, but human too". Well, so is Cole.
S1E22 "Deja Vu all Over, Again" Prue is willing to let Rodriguez go, even after he tried to kill them, multiple times. OFC, he did blow his chance by still trying to kill them, but that's not the fault of the Charmed Ones, when they took the high road to not kill first.
S2E15 "Give Me a Sign", at first, Prue was against Bane and rightfully so because he did (in fact) tried to kill both her and her sisters back in S2E9 "Ms. Hellfire". BUT, he eventually turned Prue around by saving her and injuring himself, in the process and saying similar lines to Cole, in S3E8 "Sleuthing with the Enemy".
So, if Bane can receive the same opportunity to be forgiven, why can't Cole? They both tried to kill the Charmed Ones 🤷♀️
Anyway, Phoebe lets Cole go 'cause he proved he's not interested in hurting her nor her sisters, the same way Bane did (for Prue) back in S2E15 "Give Me a Sign".
That's when Prue becomes a HUGE hypocrite in nagging on Phoebe about lying about it and letting him go 'cause he's some threat, is when Phoebe had to cut him off in S3E13 "Bride & Gloom", but that just brought out stalker Cole which rubs me the wrong way.
She ends up forgiving stalker Cole in the next episode via S3E14 "The Good, the Bad & the Cursed" until S4E22 "Witch Way, Now?", where she no longer wants anything he has to offer, and he just can't take "no" for an answer.
It's forgivable of Phoebe to change considering her power hungriness from S1-S4 is what caused a lot of her trauma, and I think she realized it and had to cut down on using her magic to not have to go through what she went through back in S4E20 "Long Live the Queen". It's understandable why she feels cheated out of love because she lost her's TWICE to evil, and that she wasn't enough, and that her power hungriness is what caused a lot of her issues. So, she changed but not much. She just needed to get away from bad influences.
Phoebe has always loved love, babies, men, etc. I'm surprised to see so many folks think that that's not her personality 🤔
