I am not sure if this helps but a lot of Witch's will create a Book Of Shadows for information they have learned, spells they've written, potions and anything and everything imaginable. It is a point of reference, which I need to really work on mine. Easier to pull out the point-of-reference book than every other book in the library about the Craft. Anyway, I always felt like the book was an extension of the sisters and their powers. In Witchcraft, at least my understanding and my own path, is that everything is interconnected. And I love how Melinda Warren put it when she said that sometimes the book teaches you and sometimes you add to it and that it grows as you grow.

Admittedly, a lot of the time when the Book seemed to randomly flip to exactly the spell or entry for a magical creature that they needed, it was Penny’s ghost who was actually doing it. Seeing as how she knew from their trip back in time that her granddaughters would be the Charmed Ones, it wouldn’t surprise me if she went out of her way to hunt down information on threats that would require the Power of Three to deal with (or threats that the Underworld might send after them) and make sure that they would be as prepared for them as possible.
(Also, it wouldn’t surprise me if young Prue’s first misadventure with the Ice Cream Man was the reason there was an entry for him in the Book.)
