I always thought why it was mentioned that Piper's power was "to stop time" even though she was only shown to be able to freeze things. Do any of you guys think she could stop time if she wanted to? For instance, can she stop time at 3pm and keep it like that for 10 minutes? Do you guys ever think about why they say her power was to stop time???

Their powers are growing with time, my guess is that Piper's freezing power has not yet reached its full potential when Charmed ended. We did get a glimpse of a possible future for Piper's freezing power in 2009 (Morality Bites, season 2), where she could freeze an entire square full of people, that is like stopping time within a small area or: Creating a timebubble. The time goes on outside the bubble, but inside it time is frozen.

No. Piper isn't that powerful. No witch or demon is, except for Tempus (and even his power was turning back time, not freezing it).
The only creatures we've seen able to literally halt the flow of time on Earth are the Avatars and the Angels of Destiny.
Maybe when Piper is 55 she'll be able to freeze the entire city of San Francisco...but she can't literally stop time itself.
Because Melinda Warren wrote about the power of temporal stasis in the late-17th Century, and that's how she described it. "The power to freeze time" was Melinda Warren's archaic way of describing molecular immobilization.
