If Cole could leave the void to help Piper in "The Seven Year Witch", regardless of his physical state; then I suspect that he has the potential to leave the void.

The one who didn't want to is Julian. Julian didn't want to return to the show for the finale--Kern said he knew better than to even ask, just like he knew better than to even ask Shannen.
Therefore, if Julian would never come back, Cole is stuck in the void and will never be seen again, just like Shannen. Whatever Prue is, she will never come back to see her sisters, because Shannen won't let her, just like Julian will never let Cole, or at least not while Brad Kern has anything to do with Charmed.
Of course, in fics, anything can and has happened. But in the real TV world of Charmed, Cole and Prue no longer exist--the definition of dead.
So, yes, Cole is really dead, although the idea of him as an avatar who will never have anything to do with the Halliwells again sounds fantastic to me. Unfortunately, that's obviously not true or he wouldn't be trapped in the void.

I don't think that because Julian McMahon didn't want to return to the show for the finale (and I don't blame him), doesn't mean that Cole is stuck in the void forever. If he could leave to arrange Phoebe's romance with Drake, along with Piper and Leo's reconciliation, then I feel that he can leave sometime in the future.

Cole is not dead he is just stuck i pergatory for all of eternity or at least until he figures out how to escape. He said so in the episode where the elders erased Leo's memory.

no hes not dead as someone said earlier he was seen in season 7 in the episode when piper die and wyatt saves her in the end and then leo returns as a mortal coz he had the choice of eather the elders or piper and the boys and im glad that he choice the kids and piper ae bt bk to cole no he ant dead he in another world that we cnt get to and he cnt move on from

No, I don't believe that Cole is dead. I believe that he is just stuck someone between life and death. I also don't think he will return because of Phoebe. I think if he wanted to, he could find a way out; however, I believe that Cole has finally realized he will never get Phoebe so he will not come back. I believe that he believes he deserves this place because he failed at love with Phoebe and proving himself worthy.
