Was paige meant to a charmed one? If prue hadn't died it would still be her destiny and what wouldpaige be doing? Would she be a whitelighter? Because around s7 and 8 she started having charges which makes me thing she was meant to be a whitlighter not a charmed one

I don't believe in destiny. That's for those with an absolutist mentality. Which Kern and the writers seemed to have.
I never saw the reason for Paige to be a whitelighter in the first place. Wouldn't she have to be on the verge of death to become one? And wouldn't she have to volunteer for the role, without being coerced into it by the Elders constantly ringing chimes in her ears?
And since when did being a witch solely meant being a demon hunter?

Melinda Warren saw Prue, Piper and Phoebe in her premonitions - they were the Power of Three - it was always *their* destiny. Very obviously if none of them died (Paige would've replaced any who died, getting their power) they never would've met her and she would've continued her own destiny of helping innocents - either as a social worker or a witchlighter with charges, which obviously the Elders started doing after the Titans took out so many of Elders, so the Titans had to promote so many whitelighters - probably the reason why Chris didn't do anything to stop the Titans from killing the Elders - that way he was able to become the Charmed Ones' whitelighter. Because I don't believe for even two seconds that the Elders didn't know anything about her, especially after she orbed after her parent's death.

So what? That doesn't mean she has to become one. I thought being a whitelighter was about "volunteering" for the job.

It's kind of a glitch in the show's plot but one that has to be overlooked because of Shannen's departure. If the PO3 is a natural occurrence (as opposed to an Elder-granted ability) then it should've been negated when Paige was born, regardless of whether the Elders knew about her or not. They would just be four witch sisters. Melinda said the PO3 would be bestowed upon 'three sisters' not 'three sisters and a back-up'. Are we supposed to believe no Warren has ever had more than three children before now? If so, it's safe to assume there would one or more males in the generation.
Now, if the PO3 was supposed to occur in a certain year/generation (for instance, 3 centuries of Warrens), then Paige's birth would basically cause Prue's early death in a way. Or else, Paige was never destined to 'replace' Prue and had Prue not died she'd never meet her sisters or become a Charmed One.

No she ended up having charges so she is a whitelighter and a witch because she saved innocents

A witch could serve as a counselor in the same manner as a whitelighter. Which makes the presence of whitelighters unnecessary, as far as I'm concerned.
