Why didn't sam tell prue piper and phoebe about paige because he knew so why not tell them then they could found someway to be together and prue would still be alive Well Shannon hadn't left the show then so the writers probably hadn't invented Paige yet hence why Sam didn't tell the original sisters about her and why no fourth sister was ever mentioned at the time but when they knew Shannon was leaving next year they then brought in Paige to make up the third charmed one afterwards. I think had Shannon not left then and had stayed on till the end then we probably would never have met Paige there unless they'd made her out as some other relative who wasn't a witch or was an innocent maybe as the original charmed ones couldn't have met her as their sister otherwise the whole power of three thing would've been screwed up then.

Yeah, that's pretty much all there is to it.
Some fans believe they did P3H20 as a safety net in case an actress did leave, but there's really no evidence of that. I don't believe Paige would have been introduced had Shannen stayed. The show hinges on three sisters, I highly doubt they'd bring in a fourth without it being a necessity.

If Shannen hadn't left then Paige would have never existed, the producers lucked out and created a storyline that was believable because of Patty's affair. I suppose if we look at it from an "in show" perspective, Sam wanted to protect his daughter, he knew there only needed to be three Charmed Ones so didn't mention her, him and Patty gave her up for her own protection, at that point in the show whitelighter/witch unions were still very frowned upon so Sam probably didn't consider it a safe time. Not to mention it may have been too much for the sisters to handle, already in that same episode they got the bombshell that their mother cheated on Victor with her own whitelighter, being told about a secret sister may have caused them to throw themselves into the lake lol.

Yes that could've been another reason why Sam never told Prue, Piper and Phoebe about Paige had the writers known she was goanna be in on the show a couple years later but as I said earlier previously Patty and Sam probably never had a daughter then resulting from their affair because Shannon wasn't leaving at the time but when she did go the writers lucked out as you said and introduced Paige that way then.
