Some fans seem to think that Prue's death was pre-planned and that Shannen had already been fired after complete Season 3. But the thing is, The Angel Of Death wasn't talking about Prue's death in "All Hell Breaks Loose". He was referring to Prue being killed by the Seekers. So why do some fans think the Season 3 finale was foreshadowed in "Death Takes a Halliwell"?

Once again it was just a coincidence. Shannen got fired right after we saw her character on the brink of death, so most fans probably leaped to the conclusion that that had been planned all along (no doubt some of these believe that a second half of All Hell Breaks Loose is out there, when there is no such episode in existence).
However, we all know that All Hell Breaks Loose was already in the can when Shannen was told her services were no longer wanted on Charmed (she was on location here in Canada, shooting a TV movie, during the summer hiatus, when that happened). So, no, there was no foreshadowing here.

I'm not really sure except for the fact that the Angel did say to her "Come with me. Don't worry, it's not your time - well, not just yet anyway", so he clearly wasn't referring to her being killed by the Seekers as he was taking her to watch Davidson being killed by them. This statement made it sound as if her death may happen in the near future. It's most likely that the writers just threw in that piece of dialogue to give a sense of foreboding to the episode/series in general, rather than it being a genuine piece of foreshadowing.
What is more puzzling to me is Piper being given her explosion power just before Prue's death. If they had kept Shannen this would've caused a real problem, as Piper would've become stronger than Prue and the sisters would've become overpowered as a collective. That makes me wonder if the writers were preparing for a possible Shannen exit. Keep in mind that tv show producers are usually planning for the next season way in advance, so although Shannen wasn't fired until the summer, it wouldn't surprise me if they had planned for it a while before.

But I also thought that was foreshadowing of Cole coming back into the family as a demon and the rest that follows, Prue's death. Perhaps in my culture I see black birds as a sign of death to come and that's where I got that from. What a great episode

I choose to think her death was pre-planned in the "Death Takes a Halliwell" episode. The same way I view Chris being pre-planned as a relative to the Charmed Ones in "The Power of Three Blondes" episode due to his line "in all my life".
