Even though time was gonna be rewound in "All Hell Breaks Loose", why did Phoebe have such a weak soulless reaction to Piper's death when Leo orbed in the Underworld? Is it because she knew it wasn't gonna last long?

Because Alyssa is by and large a weak actress when it comes to drama, in my opinion. She's bubbly and exuberant -- a good match for comedy or the naive rebellious younger sister in a family oriented show that happens to have supernatural elements to it. But the darker and more complex material just doesn't suit her usually, at least not as much as it would Shannen. She's similar to Kaley Cuoco in that regard. I thought it was Cole who helped carry the edgy elements in their relationship, as well as the darker atmosphere of Season 3 and 4.

She already knew one of her sisters was about to be killed as the Source told her (via Cole) and used it to bribe her into staying in the Underworld. So it wasn't really a shock to her, she was somewhat prepared for it. Also, once Leo told her about Piper's death, she would've realised that she'd need to act fast and accept the Source's offer in order to save both her sisters. I guess she just kept that goal in her mind so she didn't fall apart.

I think Phoebe had been crying a lot before Leo came down and confirmed. She also knew that there was a way out of it, through reversing time.
AHBL doesn't make much sense. For what, at the time I thought was one of the best episodes, I now think it's just very good.

Phoebe knew that time would be reversed and Piper would live. There was no point in breaking down and taking more time to bring Piper back to life. The horror of losing a sister combined with her dread of what she was being asked to do left no room for crying. It would have been nice to see her a bit more affected by the whole situation, but for this episode and what was happening, I can accept that she was just in a bit of shock and had to put all her emotions aside to do what she had to do.
