Okay so I just rewatched BbtW, and something just occurred to me... If Reese is investigating into Cole's disappearance and very well knows that Cole isn't dead thus becoming suspicious of Phoebe, why didn't she suspect Reese of starting to discover the sisters' secret and telling Prue and Piper about it? He showed her the photo's of Cole's secret demonic altar so shouldn't something have crossed her mind about it? Or maybe I'm overthinking it since this episode pretty much set up 'Death Takes a Halliwell'...

I think she was more concerned at that point about her sisters finding out her secret than about anyone outside the group finding out about their secret. Her first concern was their reaction to finding out Cole wasn't dead. She should have been more concerned about Reese finding out their identity, though.

Either way, doesn't look good:
1) Reese finds out Phoebe is a witch. In turn, her sisters, as well. 2) Reese charges Phoebe for murder. In turn, her sisters, as well, for "obstructing justice". Doesn't have to be true. I mean, look at what happened in S2E20 "Astral Monkey", and how Dr. Williamson was able to confine them. And, he's only a doctor! Imagine what sort of legal powers a detective such as Reese could do.
