There seems to be a Prue and Cole relationship spawning in the comics, especially if you have read issue 22. Mind you, it's probably not a romantic one, but I think as dead people they've grown closer.
Maybe it will be possible for a Prue/Cole spin-off. That I'll definitely read.

Prue and Cole always had this chemistry together that Phoebe and Cole just stopped having after a while, but the first episode that I really started to ship them was "The Good, The Bad, and The Cursed" of course (Prue + Andy) will always be number 1 in my heart <3

Don't like, I'ld like Prue and Bane, they were perfect but Prue and Cole were too authoritarian people to get along

That is something that I would have written for season four, Bane getting released from prison with them finally getting together after a year of writing letters. Cole and Phoebe should have work out amazingly. I would have them married and expecting a child with the pregnancy storyline in season five being about the half-witch-half-demon child with Cole and Phoebe raising their daughter to be good. |

It was said (though I can't for the life of me remember where) that when Phoebe and Paige switched bodies that something WAS going to happen there however the cast felt that NONE of the sisters would betray another in such a way so the idea was axed.
I saying that I found that Cole and Prue did have a sort of love/hate hidden passion that could have turned into something more in allowed and )please don't hate me) that Leo and Phoebe had a spark between them aswell... just from looks, words and the like but I love the Romeo/Juliet story of Leo and Piper.
I do wonder who they would have written for Prue, she being so headstrong, independent and work-focused that it would have to be someone that would break through all that Bane, yes, coming to mind though maybe Coop could have lent a wing there to. Phoebe, it was said closed her heart off to love, Prue I think needed to look OUT for love. Either way I hope they wouldn't have rushed it like they did in the last season for Paige and Phoebe single one moment and BOOM married the next faster then a blink of the eye were for Piper and Leo it took years.
Still, I guess we'll never know.
