Yes i don't see it working out well. Phoebe couldn't let every demon go and save innocents. They would over throw her

Maybe Phoebe was thinking that she can obtain a truce between the two worlds, or maybe she dreamed that she and Cole'ld be the peacemakers of both worlds

But the Elders always talked of balance, so Phoebe'ld be candid but it wasn't a so wrong though the hope to limit the evil as Queen

I'd love to see at least a few episodes with Cole and Phoebe ruling the Underworld but actually protecting the innocents. Look, the underworld can't be permanently without a leader, so if Charmed could somehow create a way to rule their enemies it could have been the best scenario. Prue could have returned to keep the PO3

Reading these comments still makes me wonder why the writers didn't allow Phoebe and the others to discover how Cole ended up as the Source. Did they really expect the audience to buy this abrupt change in the story line in order to easily accept his death in Season 5? Probably not, but it was the easy way of taking Cole out of the show so Julian could go to Nip/Tuck. Julian McMahon didn't even know about "Nip/Tuck" until after he shot "Centennial Charmed". If the sisters had exercised the Source's spirit from Cole's body, instead of killing him, perhaps Phoebe and Cole's relationship could had a chance to work. Nor did I see any reason for him to lose his demonic powers in the first place. Powers are powers. The series had proven that whether a magical being was a demon, witch, whitelighter, etc., powers can simply be used for good or evil. It depended upon the person, not the powers. Only Constance Burge, Brad Kern and their writers seemed to simple-minded to consider openly acknowledging this.
