Phoebe always complained in S1 & S2 that she was the only one not having an active power and only having premonitions.
A recently watched all S1-8, and in S7 & S8 (except that Avater premonition) she had no powers at all!! Am I right? Did I miss something? I know the tribunal took it but it wouldn't be realistic that she got them back? at least premonition.
because it was extremely weird she complained in S1/S2 all the time about her powers, and then being totally powerless (except basic powers) and not complaining at all

I think she didn't complain because at that point she was more focused on finding the guy who would provide the sperm so she could have Ladybug (who cared about love? she sure didn't!) than being a witch, so she truly didn't care if she had powers or not.

She got her premonition power back in episode ( styx feet under) And empathy and levitation in the comics

She got Levitation in the Season 3 premiere, although you would hardly know because she barely used the power throughout the season, even after complaining about wanting an active power. I mean, Prue levitated more in Season 3 than Phoebe did (well, kind of, she used her Telekinesis to jump higher) which took away from Phoebe having levitating power. She used it a bit more after Prue died, but then it is barely seen from Season 5 onwards, neither were her premonitions. Empathy was well featured in Season 6, but she of course lost all her powers at the end of the season.
When her premonitions returned in Season 7 she used them a fair bit but by Season 8 they became a man/baby tracker once more.

Another flaw in the show...
The show wasn't about the powers... it was about the sisters.
And Phoebe had the most passive powers but was the most enthusiastic about being a witch.
She should have never got levitation. She should have got Astral Projection - makes total sense.

Astral Projection might make more sense, but Levitation is also a psychic power; it doesn't have any direct link to Premonitions, but still. Piper's exploding power didn't make any sense at all, she had the power to stop time at first, not freeze molecules.

In Seasons 1 & 2 Phoebe's complaint about a lack of an active power also tied into her being the youngest sister (at the time) and thus contributed to that. However I think her gaining Levitation was just randomly thrown in for the sake of giving her an "active" power, not something to truly advance upon. It also seemed like after she got it in the Season 3 premiere she didn't make the effort to go more in detail over weather she found it good enough or how she would expand upon them. It just seemed to be an extension of her martial arts.
Over the series even her Premonitions were largely out of the picture. Even then their original purpose of being alerted to helping innocents or potential warnings lessened. After season 4 she barely had any. Even after getting them back in Season 7 she only used them sparingly but not enough to the point where you'd even notice it at all. In fact it's hardly to realize she even had powers in Seasons 7 and 8 due to how much she gets thrown around by demons or just using Potions simply by necessity.

Copied from another post I done previously this is what I thought about the lack of Phoebe's powers. I agree the lack of use of Phoebe's powers once she got her premonitions back in season 7 bugged me. I saw this video on YouTube where a fan commented on how Phoebe's visions could've advanced which would've been useful having levitation no longer till the comics due to budgetary reasons and no Empathy also. Phoebe's intuition could've kicked in further anticipating danger when evil was about to attack or someone was in danger via other means. When said evil struck Phoebe knowing their moves accommodated accordingly which would've gone great with her martial arts skills. The BOS would've been like an encyclopedia where Phoebe touching and focusing on it got a vision on info about something they needed to know whether it's what villain they were after and how to vanquish it without opening up to the page saving research time. She could've seen mentally where an innocent was in the local area when Piper, Paige, and her got to a demon vanquish. And finally, Phoebe been psychic could've been more sensitive to people if she thought something was off about them and got a vision of that like when Paige had the chill about the creepy house in season 4 then. Now if the show applied these advancements from season 3 spread out instead of Levitation especially with the intuition part which if Phoebe blocked opponents moves would count as the active side plus in future be able to call visions at will and share those like Kyra did not getting empathy season 6 Phoebe would be a formidable witch and have nothing to complain about then.

Her premonitions were pretty active, she grew to the point of being like spider man sensing attacking and blocking them, but it wasn’t fully stated until season 7, however if was hinted in seasons before.
Her powers grew to the point that she could sense if people were lying to her too, and sense evil, I don’t think her empathy ever fully went away. They used her to sense the triad in one of the last episodes , I think kill Billie;
Also she should be able to control people via premonitions like she did the succubus , I’m sure the succubus didn’t link to her but she it .

And it still made more sense to me that Prue had levitation, instead of astral projection as her second power.

I think Phoebe's sensing skills also came from her empathy. Feeling the anger of a demon/sensing when they are about to attack and where that energy is coming from. I know Phoebe had lost all her powers in season 6 - her premonitions returned. In the episode "Styx Feet Under" Phoebe says this after having a premonition: "I think my powers are back... or at least one of them". Perhaps Phoebe regained her empathy power in this episode as well. It also makes sense that when the power returned to her, she had more control over it.

The answer is simple, love and her advice column prioritized her entire persona. As Brad Kern stated "He wanted Phoebe's love to be her true power all along" even though she's the main Halliwell to represent how Halliwell love is the worst kind of love, yes even beating Piper with Leo. It's weird how Season 1-4 Phoebe is far more powerful than Season 5-8 Phoebe.
When it came to Seasons 1-2 magic was Phoebe's lot in life, her passion and carefree love for the craft lead her to create spells and fit in martial arts as an offense against demons. I give kudos to Phoebe for being the one to introduce a more proactive way to fight demons, rather than how later seasons go about it and just have Piper's explosions fight for them. When it comes to powers Phoebe's premonitions were almost constant in Seasons 1-2, getting one almost every other episode and they all related in some way to innocents. In some ways it was like a Book of Shadows without the encyclopedia of demons and how to defeat them written in.
Once Cole comes into the picture however her premonition count drops like a fly. Seriously the amount of them she has compared to 1-2 shows how love clouded her ability to use her powers. While she could never fully control them, she always made attempts to (the beginning of The Power of Two for instance) in Season 3 I do credit that martial arts and potions were at the center of their fights (which is why Piper was underpowered until she could explode) but in exchanged she lost her sense to gain premonitions rapidly and became about her love life. Even once Phoebe got levitation it did barely anything to give her an active power. All it did was just add more knockback to her kicks and was rarely used aside from hovering in place. And even that isn't always successful as she's been shown flying into walls when demons teleport by her.
Even in Season 4, aside from finding Paige and some instance of the Source or the Trial premonition takes a complete backsteat until she uses it to reveal Cole as a demon. It's so odd too, because why didn't premonitions matter anymore? It almost became meaningless to use it because the girls would just find innocents or vanquish demons without it.
The only time she manage to do anything noteworthy with Levitation was her fight against Kyra in "The Unimportance of Being PhoeME" but after that she became a liability in battle afterwards. When the sister's face the Titans Paige and Piper clearly demonstrate their powers throughout while all Phoebe does is use "love" or provide exposition about love. When it comes to facing the actual Titans, Piper power of one's a giant hole to hell in the ground, while Paige uses her trident to expand the hole underneath the titans, Phoebe? Gets thrown around by them while screaming Piper and stands there as the other two do the work (mostly on Piper's part though) this would further their dynamic following Season 6-8.
Phoebe does get a bit of a breather with Empathy, but it was clearly an Alyssa power more than a Phoebe power. And worked the complete opposite of empathy (all she did was complain and intrude on people's personal lives) and she does get some vanquishes, but after "Used Karma" she's about as effective as your common everyday witch. This started when the Tribunal stripped her of all her powers (with the actual reason being budget constraints, despite being "later" seasons they had less money on effects than Season 1) aside from that Empathy completely replaced her premonition power, since it was her "new" power premonitions became less important.. Notice how once she gained this power premonitions become remarkably absent.
Once she gets that vision of her future baby in "Sleepy Halliwell" though love and babies became the top priority over anything that wasn't her advice column, there was almost never a line where she wasn't complaining about demon vanquishes or having powers simply because they interfered with her having dates.
Aside from her getting a couple of kills in "A Wrong Days Journey into Right" she's a complete liability going forward and only proved Prue would've been more effective PO3 with Piper and Paige. The only time premonition comes back "Styx Feet Under" she complains she has to work to avoid demon fighting again. Then once she gets the utopia vision from Kyra the Seer she's back to the same route she was when she got the previous vision of her inner desires. Only this time it's even worst, all that mattered to her was having a family. Afterwards Phoebe's powers are completely absent and only used by Zankou in the finale. Phoebe never recovers from her powers getting stripped
I think the most insulting thing about Phoebe's lack of power utility comes when Imara possesses her in "Freaky Phoebe" the number one reason demons/evil beings want to attack them is because their status as being the most powerful witches will gain them power superiority.. Of course since Wyatt's existence completely makes that void, the sisters aren't really the most powerful anyone, thus less desireable. Why do I say this? What is Imara's main reason for possessing Phoebe? Because she "looks good" no longer is possessing the girls about gaining their powers, its all about how "nice" Phoebe looks. No longer is she desired for her talents as a witch.
Because "she's glamorous, famous and appealing" her looks and love became the only thing the demons focused on, even a demon in Season 8's Repo Manor comments on how she likes her "sense of style", even though their power was why the demons chase them. Contrast this to when Piper was possessed in Coyote Piper it was because she was a powerful witch, Tara even states "You better be as powerful as they say you are' and even gets in on the vanquish. Clearly Piper was desired because their reputation as "powerful witches" Imara only wanted Phoebe because of her looks. When clearly she's the weakest link.
Even rare moments in which she does get a premonition, the point of them switches focus from alterting threats to being about what kind of love interest is she going to have next, like when she obsesses over Dex Lawson for instance, or having on in Death Becomes Them simply because a demon attack interurpted her date. Even her finale onscreen premonition just revolves around her fantasy about having a man and children, which is sad because Astral Premonition was underutilized. So not only was her character tampered by love, but her premonitions too!
On top of that, not only is her power count barely notable. So is her martial arts, the sole reason she even trained was to offset her passive power, but neither matter anymore. The only thing Phoebe will contributed in Seasons 7-8 is she'll throw an insta kill potion, that is if demons don't break it. Phoebe is no longer a "powerful witch" an is instead a mortal who can just throw potions, that is when she;s actually contributing to the demon plot, which she barely does.
I think Season 8 has it worse though. It's incredibly sad that Season 8 Phoebe is less powerful than Phoebe in Season 1. Not even doing martial arts or anything. Look at the scene where they are trapped in the underworld being attacked by vampires, Piper and Paige are seen using their powers all Phoebe does is throw a couple of potions, even by comparison to Billie she's just useless now and doesn't really contribute much to demon fights. In fact watching the season it's hard to tell she's a witch at all unless you actually know the show, that's how much her lack of power usage is highlighted. There are even a few instances of her hiding behind Piper or Paige while they do the vanquish.
By Season 8 I can't even call Phoebe a "Charmed One" anymore, let alone a witch. As she almost never displayed any type of spell casting or notable ability outside of chucking potions here and there. Phoebe had to use potions as a necessity rather than a resource. When fighting the triad she just throws herself out of the way while Piper and Paige do the offensive work, and doesn't even use martial arts hardly, if at all.
It just goes to show that when a Halliwell falls in love, more than just their character can be jepordized. Aside from Paige of course.

What exactly is passive about premonitions? Many people would give a fortune to have the ability to see the future. The Source had depended on two seers for information. Even if he was stupid enough to pass on having Phoebe's power of premonition. My problem with this is that Phoebe never really learned to appreciate this ability of hers. For her, it was all about brute force.
