To have a child with Cole/Source? She originally wanted to kill Phoebe and sent Kurzon to kill Little Phoebe and even told Cole/Source he would have to kill her eventually as their plan depended on it. She never expected Cole’s love for Phoebe to still live which led her to amend those plans. But once Phoebe became Queen, would the Seer really have been able to get rid of Phoebe and raise the child herself as she told the Dark priest in Marry-Go-Round episode?

Perhaps she wanted to freaky with Cole-Source herself and rule alongside him but his love for Phoebe threw a spanner in the works. So, when she realised she'd need to keep Phoebe around, so Cole-Source could grow strong, she must've changed her plans to stealing Phoebe and Cole's baby, and to then getting rid of Phoebe and Cole, so she could rule alone.

Or the Seer may've secretly wanted to rule the Underworld herself from the start I don't know and be powerful but when the original Source took the Hollow her plains changed so she got Cole to take that in because she knew he missed having powers which made him an easy target knowing he would become the new Source after the old one was vanquished so she could manipulate him from behind the scenes making her the real power then not him without Cole ever knowing because she couldn't rule the Underworld herself at the time but when he started wathering because of his love for Phoebe the Seer knew she needed the charmed one to keep him in line and when that didn't work the baby afterwards like Deano said once Cole had been got rid of which if she'd known from the beginning she couldn't have handled because the child was too powerful the Seer probably wouldn't have done it in the first place.

She allied herself with whoever was the most powerful evil at the time which changed depending on what outcome the Seer wanted in the end hence the baby.

Looking back on it now I wondered what the Seer might've done had she known she wouldn't have been able to handle the babies powers inside which got me thinking she might've done what Mrs Baylock did in the Omen and raised the child secretly as a surrogate mummy manipulating it to be power hungry so they wanted the throne and to be the new Source themselves which they could've taken from Cole and Phoebe killing them both when it'd grown up and then had the Seer rule alongside them without the weakness his father had making her powerful that way still.

She made sure Cole became the Source so Phoebe would not try to find a long term relationship and get with every guy she meets thus ensuring her evolution into Freebie.

Turning Phoebe into Queen of the Underworld was how she got at Piper. She knew after Prue died Piper had to take the burden of being the oldest and Piper felt like everything was agains't her. Making her sister turn evil and made Piper feel even worse about herself, slowly degrading her into the whiney, self-centered person she was in later seasons.

As for Paige, she made sure with Phoebe evil and Piper feeling sorry for herself, Paige had to take the role of innocent saver. She knew if Paige had to stop the demons by herself she would get pulled more into the magical world and eventually that made Paige quit her social worker job. With her taking up magic, her IQ points slowly dropped and got herself and her sisters in trouble a lot.

You see, the Seer was doing more damage than we initially thought. TCO may of vanquished her, but her ultimate goal was completed, to destroy our beloved Charmed Ones, and to destroy our beloved show.

IMO, I think the Seer's ultimate plan was to rule the Underworld.

 I always thought she wanted to be a source maker with what she was doing with putting Cole in a position of power to be the Source of all Evil and leaning on her guidance throughout and among other things.
