When piper went back in time to save phoebe and paige why didn't she ask past prue to help like she asked grams and her mom i think she could of helped and you probably might say because they would have to pay her or something they have used a different actress. And they could have saved her from dying like she saved phoebe and paige.

Well I read some where that they had intended to bring prue back but scrapped the idea bc they were afraid the episode would be more about Prue's return then it would have been about the characters already there. Plus i also read somewhere else that prue didn't like the idea of how they were going to bring her back and said no.
But then someone else said that Shannon would have loved to have came back but no one asked to return for the final episode.
I'm personally glad they waited for the comics to bring back prue rather than the final episode of the show

Yeah I think Kern said he didn't bring Prue back because he didn't want the last episode to be all about her, even though he didn't mind making the last season all about Billie. It was so obviously a weak excuse because he just didn't want to bring Shannen back. Shannen has said she'd do a reunion movie, so I'm sure she'd have come back.

In the Charmed magazine, Kern said he didn't want it to be about the past but instead about the present (so why were Patty, Victor and Grams so much part of it - the only good parts about it?) In an interview in Pern, Shannen said that she was invited but didn't like how they were going to use Prue. She didn't say anything about what they wanted to do.
Personally I think that the dying WB didn't want to spend the money to have her on the show and these other excuses are just spin on both parts - Kern trying to make himself look better and Shannen trying to make herself look better and possibly set it up so she could be part of any reunion show/movie. But those are just guesses on my part.

Also, if she was invited and didn't want to do it, couldn't she have at least allowed them to use a photo of her for the staircase shot at the end? Maybe she wanted it to be ALL about Prue, and Kern all wanted her in it for five minutes!

I don't think it was about the money with Shannen, I think it was about her own stubborness. Many people suggest that it is all Kern's fault for why she didn't return, but in fact I think Shannen disagreed with the way Prue would be used - if anything, I think she would've wanted to do more than one episode. I couldn't imagine Shannen being happy with being shoved in the last episode as a nod to the series, if she was going to return it would have to be the Prue show again.
