I know Christy Jenkins and Tyler Michaels fire came when they were angry. But all powers are linked to emotions.
And I don't think Ludlow would have passed on putting her in his army.

I believe so yes, though I don't think she was a particularly strong one hence why she needed her power amplified by the potion, which could be why The Source wasn't interested in attaining her.

Her children will NOT be quarter-whitelighters unless you think that the Halliwells are less witches than Patty or Penny, which is preposterous - the HALLIWELLS are the most powerful witches ever born, even though their father and their grandfather and great-grandfather are all mortals, which by your math would Penny would be 1/2 witch, Patty would be 1/4 witch and the Charmed Ones, THE MOST POWERFUL WITCHES EVER would be 1/8 witch, unless P. Baxter's mother also married a mortal in which case they'd be even less witch...). Totally preposterous...
So is the idea that Paige's kids would only be quarter whitelighter. As long as they have whitelighter blood in them, no matter how much, they are witchlighters, just like Paige; just like Piper's kids and all of their kids after that, no matter what they have children with.
And, no, P. Russell was not a firestarter. She couldn't start fires with her mind, which is what firestarters do. She just throws fire, like Past Prue threw ice. That's not a firestarter, the real reason the Source wasn't interreted in her.

Im confused by your post Es! Haha. I don't think there is a way you can quantitate witch/whitelighter-ness. I think that when they said Paige was "half witch half whitelighter" it was really just a way to explain her powers, not a way to explain the ratio of witch to whitelighter blood.
If we look at Paige, she wasn't any less of a witch than her sisters in terms of power. She could write spells, make potions, and her powers advanced just like her sisters. She also wasn't any less of a white lighter than Leo, other than the fact that she didn't have the "job" of a whitelighter. She eventually got the same whitelighter powers as any other whitelighter.
However, her being a witch and a whitelighter did affect the way that her powers advanced in my view. If anything, she is more powerful than the typical witch, and her and her sisters are pretty on par (except for Piper).

But do you agree that the whitelighter part of Paige's kids won't be any less powerful than Piper's (or Paige's grandkids than Piper's grandkids) just because Paige married a non-magical? Piper's might be because they were the oldest - although that sure didn't make much difference with Paige being the youngest . That's what this "her kids would just be quarter whitelighter" is all about, which is what I count as preposterous.

I think she was. if her power wasn't as strong as prue's past life then it makes sense that she would take the potion to become stronger

Okay, YES I agree and I reread your original post with this knowledge in mind and now I completely get it haha - it's been exam week at university so I'm a bit scattered. Did you mean to post that comment on this thread though? I don't quite get how you are relating what you said to firestarters. Unless someone deleted a comment that I didn't see.

To be honest if P. Russel was a firestarter, I'm not sure why she'd bother throwing fire when she could just set her cousins ablaze by focusing on them. I always figured her power was very close to what we saw, just weaker...perhaps similar to the witch Jeremy kills in the very first scene of the pilot, or the female warlock in The Painted World.

I thought been a 'Firestarter' was when the power was triggered as you focused on someone/something with your mind and not your hands which manifested itself first at puberty that Phoebe's past life mighn't had if she got her one at birth like her cousins did if they'd got there's then also plus the fact the person who had that got headaches to which Tyler and Christy precured and not past life Phoebe making her not a 'Firestarter' essentially then unless I'm wrong in what I'm saying though.
