Since they recruited Cole & Leo. I'm gonna go with a definite yes.

They mention their power is a collective so I'm going to assume there was one original Avatar who combined his power with an upper level demon and/or elder which in turn added that demon's and/or elder's power to the collective. And they built it up from there.

It seems like the Avatars are similar to the Tribunal in that their power is comprised from things of both a good and evil orientation. What they seek is power and stability with their own order at the helm of such an operation.
