I don't even know how to answer this. By far the two most annoying characters in the show pitted against one another? Eurgh. I shudder to think about it. Thank God neither were in the show at the same time.

This is honestly a question that would've been a better fit to ask had Karis Paige Bryant ever come back as Jenny in the later seasons. How am I supposed to gauge the acting skill of a little kid who was there for a cup of coffee and did a big load of nothing?

I think Karis seemed like a perfectly fine actor. But beyond that, I don't think there was enough Jenny to make a comparison.

In both cases, I don't think you can judge how the characters were acted when you think of what they had to work with.
But that's the case for most of the teenagers in Charmed (and I count both Chris and Billie as teenagers no matter their true age - they acted like teenagers) - the writers didn't know how to write them without making them seem like brats. That was the writers' fault, not the actors.
And I do like Jenny and Billie more than I like Chris. Just like him and so many other ideas on Charmed, they were great ideas badly executed before they ever given to the actors.
