Piper and Phoebe might be the least interesting, they had great moments, but some reason they seem to work better when they have Prue around then. I don't know why they are really just there. But, my opinion has changed slightly after starting a re-watch of S1. I re-watched S1's first two episodes, and yes the sisterly relationship is perfect. I especially love Phoebe and how great she is offering some advice and helping out Prue come to terms with being a witch and Piper in the attic being scared she is evil. So now, I just like all the sisterly stuff in S1, and if I keep watching, maybe I'll like all the set of relationships between then equally after re-watching S1. I just think the sisters really didn't feel sisterly later on. And that is when Piper and Phoebe turned into unlikeable characters and were hardly written as the vision of Connie, and more how Kern, Alyssa, and Holly saw them. Phoebe is fantastic with advise and explaining the book and research in S1. And she's the best to offer advice to her sisters especially in S1. Funny how I can't say the same for the Phoebe who did that for a living in S5-S8. All three have amazing chemistry in S1 and S2. I agree, they all were so good. It is good when they are written as they should be based on Connie and her two sisters, not how Kern saw them, or Alyssa or Holly, when at times I felt Piper was really just Holly. |

Prue/Phoebe was the most interesting to watch, and Prue/Piper had the best sisterly bond. LOL, that the best relationships tended to be ones with Prue, and once she dies, that went away with the second set, they had great moments here and there, but it was not like it was when Prue was alive. |

Prue Era - Prue & Phoebe
They had the best sisterly dynamic during this time because of how much care they had for their stance and trying to get the other to understand their perspective.
Paige Era - Piper & Phoebe
Because Piper & Phoebe grew up, together they just have that natural sisterly connection, that they never had with Paige, and their sisterly moments with her didn't really see much of light of day. IK it's sad, but I guess I relate to Paige in having siblings but not really be as close to them as much as we'd like to be, but there are other priorities than that, IMO.

I like how you listed them:
Prue era - Prue and Phoebe. Prue being protective of her and Phoebe being someone who loved magic and constantly inspired them.
Paige era - Piper and Paige. The way Piper stood up for Paige against Sam and went with Leo to get him was really nice to me and they had some really nice moments in season 5.

Shannen/Holly on and off screen I feel would be the number 1 choice among the fandom overall.
