I feel like she only cared about helping innocents until her sister came back, she was just like Phoebe in the first few seasons, a young witch who wanted to learn about her craft until her sister manipulated her to kill the sisters which she was on board.
Her whole "I have to find my sister" arc annoyed me, I mean I would have liked it if she wasn't putting other people at risk to find her sister, then when said sister return, use the knowledge she gained working with the sisters, turning the whole magical community against them, forcing them out of their house as well as using one of their children to kill them.
Billie Jenkins was supposed to have a spinoff series but I couldn't care less for the character, I like Kaley but Billie just annoyed me.

People claim that Kaley Cuoco can't act, but I watch episodes like S8E11 "Mr. & Mrs. Witch" and S8E22 "Forever Charmed", and I'm with Billie's character feeling everything that she's lost and sacrificed for the Greater Good. She lost a potential lover (J.D.), her parents, her sister, etc. And, after losing so much, she doesn't get any proper closure out of it. That's it. So, IDK, I think differently about Kaley being "not a fit" for a show like Charmed because I think she is especially during the time she came on (S8). Charmed stopped being all theatrical, dramatic, serious, etc., by the time S5 showed up. Sure, there's still some of that there but most of it was comedy and being "not so serious". So, for THAT kind of time (S5-S8), Kaley fits in well. IDK how well she'd fit in S1-S4, though, as dark and as serious as those seasons were.
