It seemed like she was forced to leave but all he was doing was giving up his powers if i'm not mistaken.

She wasn't forced to leave. Paige choose to because Richard was obssessed with magic although she could've just bound that like Piper did Tyler and helped him on a personal level till he was alright to use that again but then like most of her's and Phoebe's boyfriends they never lasted long anyway.

He could've been - IF he wanted to give up his magic which was becoming addictive. An addict can only kick his habit when *he* wants to, not when someone else wants him to.
That's why Paige finally left him.

Never mind, Richard begun to use magic again and as said, became addicted and so annoyed Paige with gifts and so all. That's why the break here.
