Can anyone explain the pact to me and also how Penny was confused why she would unbind the girls powers? If I understood correctly their powers would return to them at one point or another since Penny could not live forever so why was she shocked?

When Penny bound the girls's powers Patty was alive, Penny cannot imagine she'ld raise her grandkids alone, without having the time and maybe the power to hunt down Matthew

Nicholas’ original plan was to kill Patty and acquire her powers. But when he realizes Patty is going to be the mother of the Charmed Ones, he instead forces Patty to make a pact to make him immune to her daughters’ powers in exchange for unborn Phoebe’s life. This is done by Patty blessing Nicholas’s ring which granted him immunity. This would now allow him to easily kill the Charmed Ones later once Phoebe is born in order to get their powers.
Penny decided to bind their powers to keep them safe until she could figure out how to break the pact Patty made with Nicholas. If she unbound their powers before breaking the pact, Nicholas would’ve come after the sisters and they would be helpless to stop him seeing their powers wouldn’t work on him.
As for Penny being confused:
Penny jumped to the most logical assumption that her future self unbound their powers since she in the present was about to bind their powers. It was confusing to her that she would do that without solving the Nicholas problem first since her granddaughters’ lives would be put in danger. Being dead didn’t cross her mind because it’s not unusual to be alive as a grandparent with adult grandkids. But if it were fully adult great grandkids, then yes, Penny would probably assume she’s dead by then.

Since penny was about to bind heir powers so she could have time to figure out how to break the pact she found it odd she would have unbound them before she had a chance to do that. It didn't occur to her she could die before figuring it out. What we don't know though is if she just wasn't able to find a way to break the pack in all the time she was alive or did she just not bother to try to because she felt the girls weren't ready to have their powers yet as we saw in the episode where she died.

What we don't know though is if she just wasn't able to find a way to break the pack in all the time she was alive or did she just not bother to try to because she felt the girls weren't ready to have their powers yet as we saw in the episode where she died. I always assumed both Penny and Patty didn’t have the power to vanquish Nicholas. Only the Power of Three could. Even if they were able to break the pact, Nicholas would still be a danger to them and would’ve succeeded in killing them all, especially if the Charmed Ones were still kids. After Patty’s death, Penny probably didn’t want to risk confronting Nicholas by trying to break the pact. If she got herself killed, there wouldn’t be anyone to take care of her granddaughters. Well there's Victor, but as Penny many times stated, he’s not magical. He would be dead in day if he was raising the Charmed Ones on his own. Sam the whitelighter was also another choice, but he was practically useless after Patty’s death and didn’t get over giving up Paige…and was only good at drowning himself in alcohol. A third option was Elders raising the sisters, but Penny certainly didn't want that, seeing she refused Gideon's offer for the sisters attending Magical School. I guess like her grandaughters, she didn't trust any sort of Elders as well. Leo is the fourth option for being the girls' guardian. I mean he claimed many times he's been watching over the sisters since they were born but it was never clear if Penny knew about his existence and purpose other than what was seen in the Witchstock episode Though the things Leo was doing in the Witchstock episode, no mother or grandmother would ever want her granddaughters near him, let alone raise them. Seeing Patty's dead and all mortal men, Elders and whitelighters in Penny's life were practically useless, it's no wonder she didn't unbind the girls' powers sooner or risk breaking the pact. I'm starting to wonder if her hatred for men was not just due to her failed marriages and one demon affair, but this reason as well. Unhelpful Elders and whitelighters.

Is it stated whether she was ever going to tell them about their powers? I don't recall her intention to ever reveal the family secret. But she was taking precautions to prepare the sisters it seems. Incase something suddenly happened to her. She banned Prue from going away to college far away to study photo journalism and making her take care of her sisters. She also told stories about magic throughtout childhood. And also made cryptic comments about magic, destiny and powers to the sisters in Pre-witched episode and whenever past events were mentioned on the show. Not to mention telling the whole Woogyman story to Phoebe. Deep down, it seemed Penny just wanted her granddaughters to be normal and safe, but she was also practical and kept on subconsciously preparing them.
