I don't get how the genie could escape in the first place considering Phoebe didn't even say, "I wish I had an active power" she said,"I would love an active power" Can anyone explain this to me because I might have missed something.

Genies are tricksters. So it's not about what you say, but how you say it with them. Genie knew Phoebe wasn't going to say 'wish' out loud so he tried to find a way around it. While Phoebe did say she would love an active power, what made it different than all the other times she said the same thing is actual desire and longing in her heart in that moment. Before, she always gave off-handed remarks like: 'I would kill for an active power' or displayed envy whenever Prue or Piper got power upgrades.

Gotcha, also do genies get to choose when they will be tricksters or if you make a wish is it automatically going to backfire in some way? Since, Phoebe said,"I wish Prue alive" I am surprised it didn't spin into her being a zombie or something along those lines unless of course the genie could choose when he wanted to be mischievous
