Edithe Swensen staying especially if she wrote the Phoebe/Cole arc, as we have been re-watching S1 in our group watches, we talked about this.
My dream team: Constance M Burge (takes over from Kern who leaves) Edithe Swensen Chris Levinson & Zack Estrin Sheryl J Anderson Krista Vernoff (I think she'd do much better under Connie and wouldn't have quit under Kern) Monica Owusu-Breen & Alison Schapker (same, maybe they'd be better off under Connie than Kern)
I still think that is too many writers, so I'd stick with Constance M Burge, Edithe Swensen, Chris Levinson, Zack Estrin & Sheryl J Anderson as the five writers for the entire series.

Can't complain about those five running the series the whole way through. I do agree that maybe those writers may have done better under Connie than Kern when they started the show in S3, they would have only heard about Kern's ideas and how HE saw Charmed. Too bad. Of course, some of their episodes were okay, but still the five you mentioned, yes I think they are the perfect fivesome.

I think your dream team would be just about perfect, especially because except for Zack, they're all females and would've helped keep the series female-centric and all about Girl Power not Girl dependent on Man Non-power. Although that's also true for the rip-off and based on what I've read, that's much more male-centric than I'd want it to be. But thinking of S1 and if the sisters were continued to be based on Connie and her sisters (I don't think the ones in the rip-off are based on actual sisters), I think we'd get what most of us re-watching S1 would want.

I'll bet Connie might do the story and or teleplay with Sheryl for the season premiere and finale, in place of Kern, since Connie, if she wasn't working by herself on an episode, tended to work with Brad and Sheryl on episodes. Edithe would do 'Sleuthing With the Enemy', "Bride and Gloom" & "Exit Strategy". Maybe Connie and Sheryl could work on 'Blinded By the Whitelighter'. Of course, this is still hard to think about, based on Connie might not like some plots and so we'd have new episodes in their place. But just me having a little bit of fun with my fantasy version thinking about who could write what with this dream team. And with what we just discovered and I read now, looks like all this time the showrunner was a man, helping out some ladies who never had experience running a show before, only know he is leaving, and they are being taken over by a married couple now. And I think you are right, it does look like they are not basing any of the sisters on any of the writers.

I had no idea that 'Sleuthing' was given to a brand new writer in S3. *sigh* No wonder the episode is so poorly done, but of course, we don't know if this new writer was only going off what they were told by Kern. And I'm pretty sure, Kern wanted that cliffhanger for dramatic purposes of Phoebe lying to her sisters. I'll wonder what the first draft or outline of the episode was before editing. But to hand an episode so key to a major arc to a new writer is a pretty bad decision.

Krista Vernoff should've written more, Curtis Kheel too brilliant, Connie shouldn't have left
Though I adore Cole and that arc gave Charmed it's peak so I dunno ....the Breen + Schapker duo wrote a few of my fave including Charmed and Dangerous they did EPIC so so well I wondered how they'd have written season 7 or 8 episodes comparatively just imagine
But yeah and Krista Vernoff I'm sure would've been a fab showrunner
