My guess is that she probably went to the other side of the country to make sure no one would find her, so she wouldn't have heard about the deaths. She would've come back to San Francisco for some non-family related reason and happened to be spotted by Paige. Yep, Prue living in a cabin somewhere or a small town and completely off the grid makes sense for her to not be found or hear about the deaths - since that would be public knowledge on the news and especially their return. I love the idea of Paige being the one to spot her first. Yep. Paige spots her while tracking a newly assigned charge that happens to live around where astral Prue currently was living. Paige tracks her charge to a bar and while she talks to her charge she spots astral Prue there. Playing pool. Prue has no idea who Paige is but Paige does. Confused Paige goes up to her and calls her by her name "Prue?". Prue says "yes" but doesn't look up. She keeps her eyes on the table and aiming at the next ball to put in the hole. Paige then says "Prue Halliwell?". Prue then looks up at Paige while leaning over the table about to try and hole another ball. Prue says "Do I know you?". Paige now totally confused says "apparently not". Paige apologizes then quickly leaves to tell her sisters. |

I really like that astral Prue theory! To add onto it, I would say they can have Prue or Paige be forced to give up their powers because of the whole Charmed Ones Power of 3 prophecy. "The third sister moves objects with her mind." And they cannot be within the same vicinity of each other without their powers going bonkers and crazy a la the comics. One sister has to make the ultimate sacrifice of stripping her powers and losing her Charmed One status or the sisters must find a loophole and embark on a new and unforeseeable destiny that was never prophesied for them...
I also found another theory that I thought was interesting... I posted it in another thread but since this one is more active I'll post it here:
Phoebe's demon spawn that was vanquished with The Seer grows up in the demonic wasteland but is protected by other demons because he harbours so much power and they find out he's the child of the former Source of All Evil and a Charmed One. Somehow he manages to escape and comes back to rival Wyatt(twice blessed prophecy//son of a Charmed One and former Elder). This creates a huge rift between Piper and Phoebe and tests their relationship as sisters. Phoebe get manipulated by her demonic son as he toys with her emotions because she gets her power of empathy back and he tricks her into not vanquishing him. When Phoebe's son takes power and is declared most powerful evil entity, a new breed of evil uprising in the underworld assembles and is unleashed onto the magical community; it's demons like we've never seen them before.

The more and more I think about it...
If Charmed returned. I would like to see:
Parallel Universe of the TV show Charmed where Prue never died.
It's would be the reboot of the "90’s cult witch supernatural-drama TV series, Charmed starring Shannen Doherty, Holly Marie Combs & Alyssa Milano."
The premise would be:
In 2001, a time ripple changes the events of “All Hell Breaks Loose” where super-witch Prue Halliwell survives her untimely death leaving her surviving sisters Piper and Phoebe, never having to reconstitute the Power of Three and 'The Charmed Ones' with their long lost half white-lighter-half-witch sister, Paige Matthews.
I feel like Shannen, Holly and Alyssa would do a TV reboot but Rose would want to come back as a special guest star.
Seems like the thoughts are similar on this thread!

And your right, Rose wouldn't be up for a reboot, but might only consider coming back for a reunion film or two films tops, but not a series/ But if we had to stick to the canon from season 8 dear, I would love GZV's version for how to do a reunion. |

Currently? Imo a mini series with OG cast or Paige instead of Phoebe. Doing a alternate universe that ignores a lot from the show.
