Litvack's definitely my favourite and, I think, the best Post-Season 3 writer.

Changing my mind to the following, as they're really the ONLY power balanced (including Phoebe's Martial Arts) episodes:
S6E10 "Chris-Crossed"
S7E4 "Charrrmed!" - I'll be lenient towards Phoebe's flexibility and consider it part of Phoebe's "martial arts"
S8E3 "Run, Piper, Run"
As a bonus note, Piper freezes in ALL of these episodes! With S8E3 "Run, Piper, Run" being completely absent of her exploding power!
