I'd go with Queen Phoebe to just because of how power she was and the fact she channeled fetus's powers to.

Queen Phoebe, but she was influenced by the evil fetus inside her, so that was the real winner in this battle. P. Russell has no chance dears.

Queen Phoebe would kill her without skipping a beat, it would be over so quickly, that it wouldn't have been a fight in the first place.

Queen Phoebe, easily. P. Russell was weak as heck. She needed a potion to enhance her powers and even then she still lost.
