The security guard's arm was set aflame but Phoebe put it out before he could be completely engulfed. In that particular episode, the only blood on her hands was Rick's. It's still an egregious atrocity for someone who holds herself and her sisters up to this holier than thou standard of decency where killing humans is deemed "unacceptable", even though the sisters have been killing humans since Season 1.

Ever since season 4. Particularly after becoming the queen of the underworld, Phoebe had developed some serious bad habits and borderline evil tendencies. It was there a little prior, but it got worse. She often would blur the lines when it came to dealign with demonic evil vs just evil people. If she hated you, she wouldn’t hesitate to use magic on you if you pushed her. In her eyes it was acceptable as long as she didn’t physically kill you. Probably why she always feared she had some evil in her. I remember her turning Spencer Hicks into a turkey and a pig just because she disliked him. Both while under the influence and while not under the influence of evil. But with Rick, Paige was to blame also. When Rick asked for a new face and phoebe hinted to Paige to use their nephew for inspiration, Paige knew what would happen but didn’t hesitate or object to giving him Chris’s face. And even after Rick died, phoebe showed a little remorse but Paige told her it wasn’t her fault that’s he had to do it. So both were to blame in that situation. And Paige also has her share of issues when it comes to dealing with guys that annoy her or threaten her. I guess Rick crossed the wrong two sisters.

By killing humans in Season One, do you mean warlocks? I don't think they count since that - vanquishing warlocks in order to protect innocents was their true destiny, much more than vanquishing the Source, who couldn't be vanquished. But maybe it was killing warlocks that got them to thinking that anyone who they thought was evil should be killed. All part of why I wish my favorite episode 'Morality Bites' was never aired. That's what set up the "holier than thou". Had that episode not happened, I doubt if I'd give them a second glance when they kill someone who they think is evil, like when they murdered Billie and Christy or when Chris killed the Valkyrie or when Phoebe and Paige soul-raped Darryl and...so many other situations.

I wonder in this situation if people thought Paige should've lost her powers also in Crimes And Witchdemeanors as well as Phoebe because of what had happened here. Although some things Piper had done past wise could have been brought into question too perhaps.

I would have thought so also. Because Paige has actually pushed the limits on personal gain more than phoebe has if you think of the number of times she’s done something. I remember piper constantly bringing this up with Paige on so many occasions. But hey, Paige did say to phoebe in this episode that phoebe was her inspiration and hard girl to live up to. So we know where she got that from.

And even after phoebe lost her powers, In the very next episode “A wrong days journey into Right” Paige is misusing magic on even a higher level than phoebe did. I remember this argument between Paige and phoebe after she got caught creating Mr Right

That's one thing I didn't like about the episode. Paige should've been pulled up by the Tribunal on it although the Charmed Ones fixed the situation in the end but, then I'm thinking maybe in terms of magic, and a witch losing their powers that's determined by a number of things before the Tribunal decide whether to strip said powers or not.
1. How long the witch has misused magic for or is it just a one-time thing? 2. The situation in which magic's been misused. 3. The outcome of said misuse and how big that is. 4. Whether it affects any innocents i.e. hurts or kills/ nearly kills them. 5. And whether the witch/witches have managed to fix whatever happened before it'a got out of hand.
Of course, there were many times the Charmed Ones misused their powers and weren't pulled up on it, though the Cleaners and Tribunal weren't introduced till season 6. There should've been something in place from the start which later seasons could've shown was enacted by a higher power when the Cleaners and Tribunal came in and the Elders should've been more cautious with the sisters and kept a better eye on them which comes down to bad writing and poor characterization I think.

Both Phoebe and Paige have Rick's blood on their hands. I do recall Prue using her powers in an aggressive manner on both Andy and Victor back in Season One. She didn't kill or really hurt them, but she did abuse her powers.
