Was Phoebe a natural good witch?

Was Phoebe a full witch?

Phoebe was different to Prue and Piper who I refer to as 'natural good witches'.

But Phoebe sort of feels like a  a neutral medium/clairvoyant/empath witch to me. 

Paige was obviously half witch-half whitelighter - I have no doubt about that. 

But in terms of 'pure witch', I saw Prue and Piper being more of your thoroughbred witches and Phoebe to be slightly neutral, having been born over the nexus and having less active powers.

I hope this doesn't sound racist! 

Does anyone sort of agree?

I see Phoebe just as much as a witch as Prue and Piper, no difference.

I don't understand what you mean when you say "natural good witch."
And in the case of half breeds and is Phoebe a "full" witch. Well...technically, Prue, Piper, and Phoebe are "half-bloods" (in Harry Potter terms) because their mother('s family) were witches and their father is mortal. human. Whatever they call it. (They're all mortal. They can all die.)

I don't think active/passive powers makes you any less or more of a witch. And the place of birth does not determine anything, either. The show claims that Phoebe (and Wyatt) could be more "swayed" to the "darkside" because of the Nexus, but that doesn't change their witch status.
