According to imdb.com, Alyssa Milano has been in 1 less episode than Holly Marie Combs. I can't think of any episode that Alyssa isn't in.

I think they're counting the unaired pilot. Lori Romm played Phoebe, not Alyssa, while Shannen played Prue and Holly played Piper.
