I often see Once in a Blue Moon isn't a well liked episode. Mainly because of the PMS Werewolves thing and how women having their PMS was portrayed. However I have seen and heard a debate over how the sisters act in this episode. I have heard that their behavior was because of the Blue Moon that happened and that their PMS was tied to it. I've also heard the sisters were bad, so I was wondering what is the Cafe's opinion of the sisters in this one?

People are free to interpret however they want. But honestly what kills the version for me of them "being under the influence of the blue moon" is how Phoebe and Paige in particular seem to act normal or don't display any of the same behavior around Kyle or Leslie, its just the Whitelighters/Elders. Which to me showcases some sort of action on their part. At one point Paige confirms their PMS Werewolves wasn't tied to the Blue Moon, it just affected their transformation. To quote said scene
Zola: The Charmed Ones turning into demons
Phoebe: That wasn't demonic, that was y'know that time of month
Paige: No it was a blue moon.
With that line of dialogue it seemingly confirms the Blue Moon and their PMS were two different things. It's because of this that I find that all of the sisters are horrible in this episode! All of them show completely apathy and are just so mean spirited. The table scene is infamous for a reason, despite it being the beginning of the episode. Phoebe and Paige playing off Leo killing an Elder as a "game" when Piper is trying to tell them a serious situation. Even if they don't care about the Elders why wouldn't they show concern for Leo emotionally? Easily one of the worst moments in the show. They seem to have forgotten they dated Cole and Richard and they keep bashing Leo for something he did because of Barbas. I remember Phoebe killed Paige because she was under Barbas' mind control.
The Blue Moon only affects them in a magical sense. A blue moon is a phase that traditionally loosens the bonds of magic, on the three days when the blue moon rises. It can wreak havoc with all magical forces, causing witches' powers to become erratic and unpredictable or even ineffective. However, this is only temporary and only lasts while the blue moon is present.
On the second blue moon of a year (this only occurs once every fifty years), the Charmed Ones turned into werewolf-like creatures and attack beings of good magic, most likely Elders and Whitelighters. At no point does it mention it affecting their ability to act callously, they just happen to have PMS which wasn't tied to the Blue Moon at all Paige even says them turning into monsters was an effect of the Blue Moon NOT their PMS, so their PMS moments are their own doing.
Them turning into monsters isn't the same as Paige going "might want to tell that to Zola" in response to Piper telling Phoebe and Paige about Leo being tricked into killing an Elder or callously asking "Did you kill anybody else" to Leo, they don't even ask how this affects him mentally nor does it affect their mental capacity. I thought it was an “interesting” decision to pair Piper telling her sisters that Leo committed murder with a PMS comedy routine. If their attitude was a result of the Blue Moon thing, it strangely isn’t acknowledged. Like Leo didn’t respond “hey, you guys are uncharacteristicly insensitive and apathetic”. Leo just proceeds like it’s normal and not magic influence, which he would be a good judge for since he lived with them for years.
That's my thoughts on it anyway. I'm sure others might think differently and that's fine. But to me I find it an instance where all three sisters are horrible in their actions. When usually one (or on the sporadic occasion two) of the sisters usually save the episode for me.

Why don't I? Bad CGI. Boring storyline. No reason to like any of the Charmed Ones. Just...ick!

The fact that this year is the last Halloween blue moon that has occurred since 1944 and the last until 2039 - I thought of this episode!
Not one of my favorites. It was hilarious that there was an ACTUAL blue moon in the episode. Bad CGI. Bad storyline.
Phoebe just got her power back in the previous episode yet they couldn't manage to let her have a premonition. I did like the song though during the travelogue.

I hated this episode as well, the CGI was laughable and I continued to find the elders completely stupid and pointless.
