The sisters sported many different looks through the seasons - their wardrobes and hair would change faster than plot holes would appear.

I love all the fashion on the show, however, I adore Phoebe's the best, I'm not sure whether the reason could be because she was able to showcase it more but I love her outfits, they suited her character and she was able to experiment more with styles. I would admit that some styling choices wasn't suited for her.
If I could pick which style I wanted to see more of, it would definitely be when she was the Queen of the Underworld, which in my opinion wasn't explored enough. Imagine all the leather, lace, satin and slik we could have seen, especially on someone like Alyssa Milano, which whatever your opinion is on her, she could definitely have pulled it off.
However, I would also like to say that Piper's outfits sucked. I do like a few outfits of hers but comparing them to the other 3 sisters, she got the most unappealing style choices of the show.

I picked Prue. I liked her Buckland's work clothes the best.
Overall I like even their outdated outfits from season 1. It's the most comfortable season in terms of clothes. I didn't care much for the overly revealing outfits of later seasons.

I agree with you, Piper outfits were to portray her as the middle sister, it just sucks that they went down that route for her. Prue, Phoebe and Paige killed it. I just wished that Piper got more exciting clothes to wear. |

Prue had great fashion in S1.
As for hair, I think all three had the best hair in S8.
I liked Prue and Phoebe's hair in season 3. Piper in S2, without bangs.
I've grown to really love Phoebe's blonde hair from the re-watches.

Changed my vote to Prue from Phoebe.
Looking back, Prue had such great style. Corporate to Sexy midriff. Knitwear to "Braless, strapless, fearless attire"!
Alyssa Milano looks great in anything though.
