I'm thinking about this more on a production level than in-universe.
Season 4 introduced two new locations, South Bay Social Services and The Bay Mirror, each with a mini cast of supporting characters.
Season 5 saw an increase in elaborate costume transformations and "the magical community" characters.
I'm thinking they didn't have the budget for all that and the two previously established locations. And with Alyssa as a producer, it certainly wasn't her gig getting dropped. It's a shame because 'stay-at-home witch' makes so much more sense for Phoebe's character (or at least the Phoebe from earlier seasons) than 'local celebrity.'
Do you think it was budgetary or that they just couldn't think of what to do with Paige's workplace/its characters?
Which would you rather they dropped? Paige's workplace, Phoebe's, or the magical community?

Yeah, that makes sense. I mean, we know they did away with a bunch of stuff because of budget cuts. I agree with Phoebe being a stay at home witch making more sense for her character.

I'm not sure if it was for budget reasons. But it certainly could be given costumes and magical creatures and powers increased. I tend to think it was a writers decision (especially when S6 brought in the magic school set and didn't drop P3 or Bay Mirror.). Wanting a Halliwell to get involved in the magical creatures storylines, and they certainly weren't making Phoebe do that since she had to be the famous star. So they made it Paige and had her quit her job.
As for what I'd drop. Anything that let's Paige keep her job. Which fitted the show better than Phoebe's. As it had more options to introduce innocents. I hate how she basically quit after it was her dream and what she worked so hard to become.
I'll always wonder if Shannen wasn't fired. If Phoebe was originally intended to be the social worker in S4 if we had no Paige.

I don't think it was budget cuts. The cuts happened in S7 and S8. They created magic school in S6 and didn't drop existing sets. But I won't be surprised if it were.
Phoebe made more sense to rediscover herself in S5 and switch Phoebe and Paige's arc. Felt more like Phoebe to get all the magical creatures/magic plots than Paige. Going back to her roots like in S1 and S2. Let Paige get the promotion and stay at her job.
