I know she breaks down in 4x02 but we really dont see Phoebe mourn over Prue.
I get that she by contrast is supposed to maybe react differently and wants to make herself useful especially in welcoming Paige as the middle sister.
Still, there is something in 4x03, Hell Hath No Fury when she says to Fury Piper, "You blame me, you think its my fault that Prue died, you should just admit it".
It would have been great to see Piper and Phoebe mourn for Prue in different ways. Pipers anger, Phoebe's guilt and Paige's disbelief of what is happening.
Its almost like they wanted to insert this somewhere in an episode later or in the second half of the premier 4x02 Charmed Again.
Phoebe gets really emotional when Paige is about to die in The Fifth Halliwell - 'it can't be happening, not again... not again'.
Its one of the drawbacks of Season 4 for me - my favourite season. Although I do appreciate Phoebe and the guilt over the stolen jeans breakdown she has with Piper in 4x02.
4x03 is Enter the Demon (although its supposed to be the 4th episode) and I could have seen Phoebe trying to make up for Prues death with her overdoing it in the training sessions - and finding peace with Yenlow. Piper and Paige swapping bodies would have been more interesting.

Maybe there were deleted scenes. Or scenes not filmed. Piper would be absolutely right to blame Phoebe for staying in Hell while Prue and Piper go through Hell on Earth. I mean, Piper dies and finally Prue dies. It must have been traumatic for Piper and Phoebe was never there. Maybe in the script Phoebe blamed herself, but I think Brad Kern and the others didn't want to dwell on that and just erased Prue. Especially since the viewers has not declined much. I think it's a shame.

I would have liked to see Phoebe have more of a reaction to Prue's death. I didn't mind that she didn't cry much, or focused on Paige right away. But I would love for Phoebe to have gone through intense guilt over her role in the whole thing.
I would have liked if she were the one going after all the demons instead of Piper, although I do think it's important that Piper also become a fury to express her grief. But it would have been great if Piper was the one who was sad and angry and Phoebe was the one who felt like she had to make up for it somehow by doing as much good as possible, giving herself a hard time, etc.
And it would have been cool to see Piper turn to Phoebe and say, "You know what? It was your fault." And the two of them get into an actual argument for once. Piper is upset and angry and she blames Phoebe, and Phoebe can't defend herself because she blames herself too. This would give them both a chance to grieve and work through their feelings, and Paige could even be somewhat of a mediator here when it was the right time. Her stepping in to console Piper and convince Phoebe that she should forgive herself would be a great way for both Piper and Phoebe to bond with Paige near the beginning of their relationship.

I would have liked to see Phoebe have more of a reaction to Prue's death. I didn't mind that she didn't cry much, or focused on Paige right away. But I would love for Phoebe to have gone through intense guilt over her role in the whole thing. I would have liked to have seen Phoebe feel guilty and then Piper try and convince her that Prue would be so proud in how she had bought Paige into the family while Piper was trying to reject magic, the idea of a new power of three and resistant to Paige. But I think I could see Phoebe and Piper have a fight similar to Prue and Phoebe did in the Power of Two (in a different way) where Phoebe breaks down about her irresponsibleness and being the 'screw up'. I mean this could have been the story for the Season 5 opening - coupled with Coles vanquish (for good in LLTQ) Actually, Phoebe leaving to become a mermaid would probably have been her reaction. Fun Phoebe would have totally done that too!

But I do think those two needed some type of confrontation, even if they were only getting out their emotions: Piper being angry at Phoebe's carelessless, and Phoebe feeling guilty. I agree that Prue was reckless. I think she and Phoebe each made dumb decisions in that episode. Prue was super careless and didn't stop to think the whole time. Phoebe should have known better than to be absent in such a way. I can't fault her for not seeing what being in the underworld could lead to, but I just think it was a bad judgment call.

Yeah one or two scenes of resentment but then it being resolved between Piper and Phoebe who form an even tighter bond that Prue and Piper. Piper becomes like a mom for Phoebe in the way Prue was but softer. Piper and Paige always disagree with magic and opinions and Phoebe is the one that gets in the middle. Paige then becomes the 'other' sister with her own identity.
