I feel out of all the sisters Paige and especially her powers were so overlooked. Like when she remote orbs in S7 why doesn't she ever considering orbing out innocents/people? (Like Christy in 8x18)

Yeah, I think she was. It's a shame because I think she had the most interesting storylines of all the sisters. They just went unfocused or Paige herself wasn't defined. Especially in season 8 where she constantly flipped between "Do I want magic or do I not want magic". Though I so suppose it's realistic to find relatability in having trouble making up your mind regarding certain things.
I will say her Telekinesis Orbing was absolutely underused though, especially by seasons 6-8. What bugged me is that in a lot of demon attacks Paige would often act as if she didn't have an active power and word resort to Piper blowing them up. It felt as if the show forgot Paige had an active power she could use. And in Season 7 & 8 it felt as if they wanted her to be Leo, as her role began to quickly resemble his once, he became mortal.

I agree Paige was very underused power-wise throughout the show especially when there were times when she could've used her TKO power to deflect things or throw demons/warlocks about instead of either orbing out or having Piper blow things up otherwise.
I always took that either because of writing or budgetary reasons as it was probably expensive to do SFX effects all the time but there still could've been a balance between Piper using her molecular combustion power and Paige's TKO power though so both sister's got the chance to shine.

I think Paige wasn't greatly developed at all, she wasn't even under-utilised, she just wasn't developed well.
Paige should have been working as a social worker throughout the series, it makes zero sense why they wrote her to leave her job and not Phoebe (by the way; the "temp job" storyline should have gone to Phoebe, not someone who was already established in an actively expanding career).
Paige is someone who I could have seen wanting to do most things alone, I don't even believe that Paige would have been so laissez about studying to be a witch, I could see her studying and actively working with Piper and Phoebe to ensure that she is ready for anything that is thrown at her due to her being the "alone"?!....I guess is how you would put it?!....after her parents death, which I could see her using as a basis to make sure that she is prepared for anything, natural and supernatural, like her being financially stable, actually I could see her having to mature faster like Prue.
I really hope this comment made sense.

None of them were really developed, the way they could've, part of the problem of "The Perils of Poor, Poor Pitiful Piper" aka "PhoeME and Her Fantasy Guys" aka "Two Witches Plus One Living Whitelighter Equals the Power of Three?" aka the alternate universe spin-off most fans think is S4-8.
I think Piper-fans think Piper was developed properly; Phoebe-fans think Phoebe was and Paige-fans think she wasn't. Since I'm not a fan of any of them, I don't think any of them are.

A lot of the situations that the sisters find themselves in could have been solved with Paige calling for objects/innocents (orbing them to her) but then we wouldn’t have a story for the episode lol It can be annoying. Especially when ‘A witch in time’ when she could have orbed the book to herself before the demon got it. I wish she learnt how to heal sooner. |

Thinking about this, I think she was OVER-utilized, not under. She was constantly used as a whitelighter, much more than a Charmed One, which is how I think she should've been utilized. Hence why one of my names for the alternate-universe spin-off known as S4-8 is "Two Witches Plus One Living Whitelighter Equals the Power of Three?"
