Buffy was airing the same time as Charmed and recently I can’t help but think that maybe they were inspired by Buffy in making Phoebe be a fighter.
I think it makes sense as it made the show extra cool ‘women as witches who save the day and as kick ass fighters’.
Just a thought.

I do believe Charmed to be taking inspiration from Buffy, all along. Strong female lead, in Buffy? Let's do the same! There's a lot of parallels between the Buffy & Angel ship and the Phoebe & Cole ship. Whatever Buffy was doing, Charmed wanted in LOL There's even a self-awareness joke, in Charmed (itself), in S1E20 "The Power of Two". When, Prue & Phoebe are at the mausoleum, looking for Jackson Ward's grave, Phoebe says "great, where's Buffy, when you need her?"

I'm sure that's why Cole was created given the success of Angel on Buffy. Why they wanted the Phoebe/Cole story. Charmed kept borrowing from Buffy.
Even Wyatt being the twice blessed child got inspiration from other fantasy dramas when they introduce a baby into the mix.
Charmed always relieves heavily on other shows or whatever was the latest trend Harry Potter or Pirates of the Carabien for ideas.

Even though I believe that Phoebe was written to have martial arts so it wasn't a Power Of Two situation (Prue and Piper) and that Phoebe was actually doing something in the fight rather than just being bait that the other two sisters have to save, I do agree that Kern probably took "inspiration" from Buffy and other successful films and shows at the time to cash in on their success as prudencehalliwell stated in their comment, even Phoebe's education was probably "inspired" from BtVS as Buffy attended Sunnydale University and took Psychology classes in 1999 then Phoebe took Psychology classes in 2000 and graduated in 2001 at U.C. Berkeley. I wish there was writers who was creative with Phoebe and Charmed as a whole and created a television series that didn't ultimately rip off more successful things in Pop Culture at the time of production.
