I chose Edithe Swensen and Sheryl J. Anderson. I will give Brad Kern an honorable mention because I do like a lot of his S1 episodes. I actually think Constance M. Burge's writing is fairly weak, in S1. Maybe in a S2 poll, I might vote for her ;P

As shown in my signature, Sheryl J. Anderson is my all-time favorite Charmed writer and S1 is one of the reasons. She wrote two of my favorite S1 episodes: 'The Witch is Back' and 'That 70s Episode' and wrote the teleplay for two of my other favorites: 'Wicca Envy' and 'Secrets and Guys' - I just love the way she writes the sisters and her plotlines.
I love most of Chris and Zach's episodes, especially their plotlines, so they come in second for their four episodes.
I'd vote for Edithe Swensen, but she edited more episodes that I like than she wrote, and the subject is Favorite S1 WRITER(S) and I only count episodes the person actually wrote and not the ones they produced or edited. Just one episode that I like (I don't like 'The Wendigo' - it scares me too much) is not enough to vote for. This is also true for Gregg Elliot & Paul Jackson since I'm not nuts on 'The Wedding From Hell', the only episode they wrote.
The funny thing is I'd vote for Brad Kern - WHEN HE WRITES WITH SOMEONE ELSE! I HATE the way he writes the sisters, but when he wrote with someone like Connie or Sheryl, well, their part must be writing the sisters because I like them in those episode.
This is also true for Connie Burge. Although I like the way she writes the sisters - they seem more like real sisters than when they're written by anyone else, even Sheryl, which makes sense since they're based on her and her sisters - but I wasn't nuts on the plotline unless she wrote with someone else.
I'm not nuts on any of Javier's episodes and he does not even belong on this list - he didn't start writing episodes until S2. Ditto for Tony Blake & Paul Jackson.
The only other who does belong on the list is Julie Hess, but she only wrote one episode - the unaired pilot which I liked less than SWTWC)

Executive in Charge of Post Production Kenneth Miller I do not see Julie Hess' name, anywhere (could be uncredited) for either versions of the pilot (aired or unaired). However, Julie Hess did write one episode, for Charmed. She wrote S6E9 "Little Monsters". I remember writing that down, when I was looking at writers for certain episodes. Constance M. Burge is responsible for writing both pilots. Each pilot had different directors and probably altered Connie's script, to fit their directing style but ultimately (from what I can see/tell) Connie wrote the script, for both pilots.

And all of those are CREDITS - not the writers. Again, from IMDB: Those are the only names that should be part of this poll for that episode. Guess I'm not understanding because the unaired pilot (from the DvD, itself) specifically says "Written by Constance M. Burge". It doesn't show Julie Hess, anywhere. As all other credits is pretty good about crediting the other writers who have written / took part in writing the episode. I would assume "Julie Hess" would be credited, as well, for contributing to the writing of the unaired pilot, but the unaired pilot doesn't credit nor mention Julie Hess as writing the unaired pilot, at all. And, imdb (sometimes) would state "uncredited" (which would make sense), but it doesn't even say that. Even so, this poll (specifically) is not honoring the unaired pilot, anyway. So, I'm not even sure why we're even fighting about who wrote the unaired pilot, since it's not really relevant, for this specific poll :/

If I must be clear on what I mean by "writer", I mean individuals who have been credited, on the episodes (while watching them), as either "written by", "teleplay by" and/or "story by". If they're not credited as such, I had no intention in including them in the poll.

I've listened to enough commentaries for shows on DVDs. Where although someone wrote an episode, they'll always get full credit. However, other writers, showrunners, and or story editors have input or even full-on rewrite full scenes. It's just common. It's part of why you'll never know who truly wrote what scene or episode.
Anyway, I voted for Sheryl, Chris, and Zach in this poll. Most of my favorite episodes of S1 had a hand in being written or contributed by those three.
Connie and Kern work better together or with others.

However, other writers, showrunners, and or story editors have input or even full-on rewrite full scenes. It's just common. It's part of why you'll never know who truly wrote what scene or episode. And, that's fair. I just thought the OP was obvious in what I was trying to aim for, with this poll. Just based off of what the credits were saying, as the episodes are rolling, when you're watching them.

Connie and Kern work better together or with others. You're right about that. And from past interviews or what I saw online ages ago. Kern was known to heavily rewrite other writers scripts. I feel the same way. I was never nuts on any of the episodes both Kern and Connie wrote solo. They worked better with other writers. Especially when they got paired with Sheryl. I sure wished that's how it always was, if Kern wasn't an a** and treated his writing team better. I voted for Sheryl, Chris and Zack.

It's part of why you'll never know who truly wrote what scene or episode. Not to mention directors can change the script, as well. I mentioned the unaired pilot having a different director compared to the aired version. Directors can influence how the scripts are done, as well.

Anderson and gave it to Brad Kern. This isn't about them as people but their writing for episodes, and I'd be lying to myself if I said I hated Kern's episodes 'cause I don't. But, S1 is the only time I'll vote for him, as he lost his touch, as the seasons went on.

Sheryl clearly wins out my number 1. She got 3 episodes.

I love how you set yours up, Sandra. I'm going to do the same. I based mine on not just the episode itself, but how they wrote the sisters. For that reason, I can't pick any of the ones where one or two people wrote the teleplay and the other the story outline, since I don't know who truly wrote what plotline in the episode.
So picked Sheryl, Chris and Zack.

Changing my mind to Sheryl J. Anderson (mostly for S1E9 "The Witch is Back") and Javier Grillo-Marxuach (mostly for S1E4 "Dead Man Dating" & S1E11 "Feats of Clay").
Other writers, like Sheryl, I only like one episode (at least, in my "Top 5"), but I believe S1E9 "The Witch is Back" is a stronger episode compared to the other "one episode offs", from the other writers such as S1E19 "Out of Sight" & S1E20 "The Power of Two". Though, I really do like S1E20 "The Power of Two", so it's a tough call LOL
I might change my mind, again, we'll see ;P

I've circled back to this LOL Changed my mind again to Edithe Swensen and Tony Blake & Paul Jackson. All of their episodes seem to be centered around "Protect/Save the Innocent(s)". At the very least there's some backstory to the characters, outside of the sisters.
