Sheryl J. Anderson & Constance M. Burge. Their episodes didn't seem to center around Dan, too much. Maybe, a little bit of Sheryl J. Anderson with S2E7 "They're Everywhere", but I can forgive it, as the main focus was about the innocents via Eric Bragg & his father.

I enjoy the majority of episodes those writers wrote.

Now, surprised to find, I didn't mind Witch Trial. One Kern episode, I didn't mind. I'm surprised, because I really did think that one was written by him AND Connie. I don't care for Be Careful What You Witch For at all.

David Simkins might be my third favorite. I enjoy all the episodes by him apart from "The Devil's Music".

Even though, I still think both Sheryl & Connie have the better episodes, despite their episodes not entirely focused on "Protecting/Saving the Innocent(s)", I ended up changing my votes away from them to David Simkins & Javier-Grillo Marxuach. Despite their episodes not being the strongest, the focus on "Protecting/Saving the Innocent(s)" is what won out.
