In the show the main users of telekinesis were Grams, Prue, Paige and Billie. True, other magical beings used this power - most notably Chris/Wyatt. We did not really get to see as much of their powers as the forementioned characters.
Who was the most powerful? Who's power grew the most? You can rank them any way you'd like - this is my opinion on who was the strongest (in terms of what we actually saw in the show)...
1. Grams/Penny Halliwell
I just think that grams had the strongest form of telekinesis we saw. She seemed to have the most control and that is why I am choosing grams for the number one spot. Remember when she sent Prue and Piper out of the manor in "That 70's Episode" - Grams was able to move them beyond what she could see. She moved them around corners and out of the house. True, we saw Prue have a lot of raw power in "Morality Bites" where she basically blasted the attic. However, we still saw grams show more control which in my opinion is more valuable than raw power.
2. Prue Halliwell
Let me just say this first - it is very hard to compare Paige and Prue (or Paige to anyone due to her orbing telekinesis) but I still decided Prue. Prue showed a lot of growth in three seasons and gained a lot of control over her power. I don't think she reached the level of control Grams did although she probably would have - Grams had 50+ years to hone her powers. As mentioned before we also saw Prue almost deliver a sonic blast of telekinetic energy in "Morality Bites". We also saw her move two things at once when she separated the Grimlock from the young boy innocent - this is why Prue is in the number two spot.
3. Billie Jenkins
Although I am super over Billie I do think she showed a lot of growth and control in season 8. Remember her using the nunchuks? This was a pretty complex use of her power - intricately moving something for a period of time. This is why Billie is ranked above Paige.
4. Paige Matthews
When I started this list my first thought was to put Paige second below grams. However, the more I thought about it I realized most of Paige's power actually wasn't based in telekinesis. For instance - Paige could orb people to different places that she couldn't see. However, this was not her TK but rather her whitelighter powers - Leo and Chris could do this as well (someone correct me if I am wrong here). If we were talking about overall I think Paige may have been number one of these characters due to the versatility of her powers. However, she mostly used her TK offensively to vanquish demons - throwing poles, knives, etc. This being said, Paige could TK things to herself with more control than any of the others... She could call for an item and it be in her hand - the other witches on this list would have to sling it to themselves quite fast and rely on catching it. True, we did see Prue "hover" things occasionally but this is where Paige has a leg up. But for all these reasons this is why I would place her 4th in terms of *ONLY* her telekinesis.
