1. Paige - No words can describe how ecstatic I was to FINALLY see Paige healing, in S8E12 "Payback's a Witch". It had been a long time coming, and I (low key) am thankful for the eighth season (instead of abruptly ending back in S7), to allow us to see how Paige would heal. I'm not sure if it taking forever for her to heal plays a factor in my excitement but regardless, her power manifestation was the most exciting, for me.
2. Phoebe - I wasn't expecting Phoebe to obtain an active power, so I was pretty excited to see her levitate, for the first time, in S3E1 "The Honeymoon's Over". But, not as excited as I was for Paige's. Then, her levitation power seemed to hardly be used in the way it's designed, and it felt like a cheap way to say "high/fancy jumps" is "levitation" 🙄
3. Piper - It felt like Piper had always been slept on, as a character, other than just an advocate for Leo, but I guess 'cause she was "anti-magic/witch", that that is why she didn't learn a "manifest power" (almost) 4 years later. But, I hate how her power became the power to turn to and easily vanquish demons. But, at least, it seemed more useful than Prue's astral projection, which I'll get into that.
4. Prue - I wasn't super excited to see Prue progressing as a witch/in powers. She was super focused on in S1, that when Piper gets somewhat of storyline (in S2), we have to reel back onto Prue, again. Since, (in my opinion) the show was heavily focused on and centered around Prue (mostly S1 and kind of S2), that her power growth (especially being the first to manifest a secondary power) was just "whatever". But, even if I did like it, I didn't like how she couldn't have used her TK ability in AP form. Making her AP practically useless, IMO.

I completely agree with this, and I'm tempted to steal it, but instead, I'll add on to it and expand my thoughts 1. I voted Paige, but I like that you put all the sisters in order! So Paige is definitely my #1; despite my wish that she would've developed it earlier, I do enjoy the idea that she was in love with someone and triggered her power, and it was an incredibly cinematic moment. I can't tell what made me more excited, how long it took, or the idea that she may not have ever developed the power. 2. Phoebe - I wasn't expecting Phoebe to obtain an active power, so I was pretty excited to see her levitate, for the first time, in S3E1 "The Honeymoon's Over". But, not as excited as I was for Paige's. Then, her levitation power seemed to hardly be used in the way it's designed, and it felt like a cheap way to say "high/fancy jumps" is "levitation" 🙄 Despite my being torn at the idea of whether or not she should've had levitation, I've always loved it for what it was. I used to make sense of it by thinking that some people who practice meditation and/or martial arts may develop the ability I do like how it's utilized when it is, like the first time she used it, when she was in the courtroom, when she levitates out of the way in S5's "Sense and Sensibility" and "The Importance of Being Phoebe", and even in S4's "The Fifth Halliwheel". I, too, wish that levitation would've been better utilized, and I wish the writers/creators would've taken budget into account because clearly it because too expensive and they barely used it. 3. That makes a lot of sense for an in-universe explanation. I like that. I know Melinda says to savor one gift before moving on to the next, and while Piper used her freezing power, her attitude towards being a witch was dishonorable, so she didn't develop. I think another reason she didn't get one, out-of-universe, could be that her power can be OP if the show wanted it to be. Aside from non-freezing upper-level demons, and beings that adjust to the freeze, she could do a lot with her power, and it may have been hard to decide how her power would expand into another one. At least that's what I assume, I know Connie had mapped out plans for Prue's powers, so maybe she did have a plan for Piper to develop that power, I don't know. So, as much as I admire the uniqueness of the AP ability, I agree that Prue's in 4th for me, too. I think that Prue's manifestation of this power and the scene in which it's triggered is lackluster and unnecessary. While I don't have a problem with her being the first to develop a second power, since the show established that the oldest is the strongest, I don't think that she needed AP as a second power. Flight/levitation isn't really another "power" if Prue had it, as it'd be much more of an extension of her TK powers, and that's what I like. I think she could've even developed some sort of combustion power, only because she exhibited that power already when she was an empath; but of course, combustion would've been very OP for Prue as well since I'm assuming they would've relied on that power like they did when it was Piper's. I mentioned the scene, and I just think that her being at work and trying to rush out of it for Piper, wanting to be in two places at once, is a weird way to cinematize that moment; maybe her AP power could've manifested during a demon attack and she said a vanquishing spell, like in S2's "Ex Libris". As far as her not having her TK powers in AP, I can see why, as that would probably be OP in a way, too, at least in terms of how the show slowly advanced their powers to begin with. That being said, her not being able to use TK in astral mode AND having to be unconscious in order to AP were two very big setbacks, and maybe the show could've just stuck with one.
