I was recently watching "The 7 Year Witch" and I got to thinking that this episode would have been the perfect opportunity to have Prue back.
Piper still would have been passed out during the episode but she would not have appeared out of her body with Cole. Instead, Cole could have come back from wherever he was and Prue could have come back from "up there" aka heaven. They could have worked together to restore Piper and help guide Phoebe/Paige to Leo. This would have made more sense as Prue may have more insight into what the Elders did with Leo than Cole/Piper/The Sisters.
Before Piper wakes up she could have saw Prue. Prue could have been her big sister and told her it's time to come back now, be strong for your sisters. Cole could have also still had his moment with Drake and it would have still made sense.
What do we think of this? Are there any other episodes Prue could have been written into easily?

They didn't deserve Shannen after firing her, so none.

Prue should have been back at the end of Season 4.
Holly Marie Combs could have had a scene together with her
And the closing of Prue's storyline where she has been granted an afterlife free of demons with Andy.
Otherwise if there were no actress/director/producer complexities:
I feel like A Paige from the Past could have seen a backstory with Phoebe feeling guilty over Prue's death
Pipers child could have also been the reincarnation of Prue as well which could have been a nice twist. I sometimes thought Chris could have been Prue's reincarnation given similar eyes, hair colour, connection, powers of TK even.
There could have been better ways to bring Prue back - even without Shannen Doherty returning.

Yeah, there are ways to achieve this easily like Prue writing messages in the Book of Shadows (Patty wrote in Piper's baby book in A Witches Tail Part 2, why couldn't Prue do something similar) or communicating through the spirit board. Even as simple as using Young Prue perhaps.
I don't see why they couldn't have pulled a Patty from From Fear to Eternity, not showing Prue's face but having her save Piper rather than Patty in A Witches Tail Part 2. Even if they had to find someone to impersonate her voice so its close to Shannen's. Obviously they couldn't recycle existing audio with Prue's voice from S1-S3, which would've been the first choice.

There is a story around Buffy where Joss Whedon wanted to bring back a major character who had died but being possessed by the "big bad" of that season. They brought it to the actress and she refused to appear in that capacity on the basis of fans would not want to have her back in a capacity where she was going to be bringing harm to the other characters. I am very glad she made this decision. Even if Shannen was on good terms with the show/producers, I am sure she would have refused to portray Prue in this light. |

I do suspect Shannen might've not wanted to play Prue in that light. Although it would be a challenge for her as an actress to play someone like that. She does strike me as wanting something a bit more meaningful. And certainly more than just a quick cameo. But can you imagine the hurtful things Zombie Prue would've said to her sisters. It would really break them so much.  |

She would have shot her scenes with Holly so no problem. I wish she wasn't in heaven but on another mysterious mission like Cole did. Which explains why we don't see her at all. |
