I'm reviewing season 8 and I've noticed that Paige is extremely harsh to Billie, and unnecessarily bossy (sometimes directly insensitive). This is painful to watch especially because Paige should empathize more with being an apprentice witch and have a free spirit like she had even when she was learning.
On the other hand, Phoebe is affectionate and empathetic towards Billie all the time, she focuses more on supporting her instead of punishing for her mistakes, and she is the only one of the three sisters to give her words of encouragement. It looks as if Phoebe is Billie's natural whitelighter instead of Paige. In addition, Paige never develops a bond with Billie, nor does Billie call her "by name" to come to her rescue or anything.
I think it's no coincidence that in the flashforward at the end of the series, Billie is seen taking care of Phoebe's children and not any other.

I may come back to expand on this, BUT I'll briefly say that I often forget Billie is Paige's charge. She immediately becomes the apprentice to all the sisters, and the whitelighter/charge bs just fades into the background. This could've been an interesting opportunity to really see first-hand Paige being a whitelighter and such. We see little moments like her and Jess (correct me if I mistook her name), Joanna, the speedster Mitchell, and even the little girl in the elevator, BUT Billie could've been a long-term, in-depth experience for the audience. That's true, we've never even had an event in-which Billie physically calls for Paige. We had that internal call or whatever, where Paige orbed to the theater, but nothing else. I don't even think we've seen Paige heal Billie (Granted, she learned to heal later on, but even afterwards we still don't see it.) And now that I mentioned healing, it's interesting that the Elder's would assign Paige a charge without her having her healing power yet. We also we robbed of seeing Paige read the whitelighter manual
Lastly, yes, it was interesting now that you mention it, that Phoebe was more affectionate or otherwise supportive of Billie. She was really the only one that tried to keep the peace.. Paige was/is Billie's whitelighter, Paige should've been trying to mediate with Billie.

I don't think Paige made a very good white lighter in the series and I would agree Phoebe had a great relationship with Billie in season 8 as a good mentor and friend.

I do agree that Paige wasn't a good Whitelighter to Billie, at all.
HOWEVER, there are times when Paige is a pretty good Whitelighter like in S7E19 "Freaky Phoebe" (at least, towards the end) with Mitchell (who should've made another appearance, in the show, but I digress).
EDIT: Along with Joanna in S7E21 "Death Becomes Them" & Mikell in S8E19 "The Jung & the Restless".
